Opportunities to move to the new Infected Blood Compensation Authority (IBCA)

At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that most of these roles will transfer to IBCA, which is a new Arms Length Body (ALB) separate from the Cabinet Office. Roles that transfer to IBCA from Cabinet Office will maintain the same or substantially the same terms and conditions of employment that are overall no less favourable. It is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no break in their pensionable service. Roles commencing after IBCA has become operational will be with IBCA itself on similar terms and conditions. All successful candidates will receive full details of the terms and conditions of employment for their role with their formal job offer.

Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.

The Senior Project Manager will play a vital role within the Infected Blood Compensation Authority’s Programme Management Office, overseeing the delivery of a range of complex projects. This position requires exceptional stakeholder engagement and project management capabilities to ensure successful project outcomes while effectively managing and escalating risks. Additionally, the Senior Project Manager will support revisions to programme business cases, ensuring alignment with project objectives and organisational goals.

Key Responsibilities:

Project Delivery Across Complex Projects

  • Lead the planning, execution, and delivery of multiple complex projects within the IBCA programme, ensuring alignment with strategic objectives and stakeholder requirements.
  • Develop detailed project plans that identify key deliverables, timelines, resources, and interdependencies, ensuring successful project execution across various domains.

Collaboration on Business Case Revisions

  • Support the review and revision of programme business cases by providing detailed project information, impact assessments, and recommendations aligned with project goals.
    Collaborate with programme managers and other stakeholders to ensure that business cases are comprehensive, consistent, and reflective of current requirements.

Risk and Issue Management

  • Actively identify, assess, and manage risks and issues across projects, employing effective mitigation strategies to minimise potential impacts on delivery timelines and quality.
  • Establish and maintain risk registers for projects, ensuring timely updates and reporting of risks to senior management and stakeholders.
  • Collaborate with programme managers and stakeholders to escalate significant project risks and issues, ensuring they are addressed promptly and effectively.

Collaboration with Programme Management

  • Work closely with the programme teams to ensure projects are aligned with overall programme objectives and milestones, facilitating seamless integration and communication between project and programme goals.
  • Participate in regular programme meetings to report on project progress, challenges, and resource needs, ensuring visibility of project status within the broader programme context.

Stakeholder Engagement

  • Build and maintain strong relationships with a variety of stakeholders, ensuring effective communication of project objectives, progress, and any required changes.
  • Engage stakeholders frequently to manage expectations, gather feedback, and ensure stakeholder buy-in throughout the project lifecycle.

Performance Reporting

  • Provide clear and concise reports on project performance, including progress against milestones and key performance indicators, to senior governance boards and stakeholders.
  • Use data-driven insights to inform decisions and recommend actions to enhance project delivery.

Quality Assurance

  • Implement quality management processes to ensure that project deliverables meet the required standards and stakeholder expectations.
  • Conduct regular reviews and audits of project outputs to identify areas for improvement.
