Summary
IBCA has been set up as an independent body to pay compensation due under the Infected Blood Compensation Scheme. IBCA is responsible for delivering the Infected Blood Compensation Scheme, which will provide financial compensation to victims of infected blood on a UK-wide basis.
Opportunities to move to the new Infected Blood Compensation Authority (IBCA)
At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that most of these roles will transfer to IBCA, which is a new Arms Length Body (ALB) separate from the Cabinet Office. Roles that transfer to IBCA from Cabinet Office will maintain the same or substantially the same terms and conditions of employment that are overall no less favourable. It is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no break in their pensionable service. Roles commencing after IBCA has become operational will be with IBCA itself on similar terms and conditions. All successful candidates will receive full details of the terms and conditions of employment for their role with their formal job offer.
Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.
We are seeking collaborative and self-motivated individuals to join our team as Grade 7 Strategy Leads for the delivery of financial and legal support services to people claiming compensation through the Infected Blood Compensation Authority (IBCA).
These roles will be challenging, fast paced, and rewarding for the successful candidates. It will provide the successful candidates with the opportunity to work with senior leaders, cross-functional teams across IBCA and with government departments to set and implement a strategy for the delivery of financial and legal support to people claiming compensation.
We are looking for talented, self-motivated and driven individuals able to apply strategic thinking and leadership to help design, deliver and embed legal or financial support services into IBCA. The work is wide-ranging and is expected to evolve over time, but would include leading on strategy development for the service, leading engagement with key government departments, working with commercial teams on service procurement and contract management, and supporting operational design and delivery. The two roles will cover IBCA’s strategy for providing professional support services to people claiming compensation. Whilst we expect one role to be focused on legal support and one on financial support, these roles are expected to evolve over time as the strategy and service matures, and may be cross-cutting across the two areas.
Financial Strategy Lead
Responsibilities will vary and evolve but may include:
- Designing, implementing and leading the strategy for the provision of financial support services to people claiming compensation;
- Leading engagement with government departments on strategy and delivery, including Cabinet Office and HM Treasury;
- Managing the overall service, including supporting commercial teams with contract management and supplier engagement;
- Leading the procurement of the service, working closely with commercial teams to secure service supply from third-party suppliers, including supporting negotiations and contract development;
- Supporting the integration of financial support into operational design and processes, spotting opportunities for developing a quality service;
- Supporting governance of professional services strategy, implementing strong decision making structures, and engaging IBCA senior leadership on the approach.
Legal Strategy Lead
Responsibilities will vary and evolve but may include:
- Designing, implementing and leading the strategy for the provision of legal support services to people claiming compensation;
- Leading engagement with government departments on strategy and delivery, including Cabinet Office and HM Treasury;
- Managing the overall service, including supporting commercial teams with contract management and supplier engagement;
- Leading the procurement of the service, working closely with commercial teams to secure service supply from third-party suppliers, including supporting negotiations and contract development;
- Supporting the integration of legal support into operational design and processes, spotting opportunities for efficiencies and developing a quality service;
- Supporting governance of professional services strategy, implementing strong decision making structures, and engaging IBCA senior leadership on the approach.
