Summary
At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that most of these roles will transfer to IBCA, which is a new Arms Length Body (ALB) separate from the Cabinet Office. Roles that transfer to IBCA from Cabinet Office will maintain the same or substantially the same terms and conditions of employment that are overall no less favourable. It is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no break in their pensionable service. Roles commencing after IBCA has become operational will be with IBCA itself on similar terms and conditions. All successful candidates will receive full details of the terms and conditions of employment for their role with their formal job offer.
Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.
The Programme Manager will oversee the delivery of the IBCA programme's aims and objectives across all workstreams, ensuring projects meet their milestones and deliver intended outcomes while facilitating effective escalation and resolution. The Programme Manager will also play a crucial role in collaborating with stakeholders to revise future programme business cases, ensuring they reflect current needs and strategic goals.
Key Responsibilities:
Programme Oversight
- Provide comprehensive oversight of the IBCA programme, ensuring that governance structures are in place and aligned with organisational priorities.
- Develop and maintain an integrated programme plan that outlines key milestones, deliverables, timelines, and resources needed for successful completion of programme objectives.
- Monitor and report on progress against the programme plan, ensuring alignment with strategic goals while identifying areas requiring corrective action.
Collaboration on Business Case Revisions
- Collaborate with the Head of PMO and other programme managers to review and revise future programme business cases, ensuring they are aligned with financial, operational, and strategic assessments.
- Assist in the preparation of documents supporting business case revisions, maintaining clarity and consistency throughout the submission process.
Escalation Management
- Establish and implement clear escalation processes for programme issues and risks, ensuring prompt resolution and communication to senior stakeholders as necessary.
- Facilitate regular programme reviews and governance meetings to discuss progress, challenges, and risks, ensuring appropriate escalation pathways are utilised to address any concerns.
Stakeholder Engagement
- Build and maintain strong relationships with key stakeholders across government and external partners, ensuring their interests and expectations are considered within the programme framework.
- Engage effectively with stakeholders to ensure transparent communication of programme objectives, progress updates, and any required changes.
Team Management
- Provide direction and support to the programme team, ensuring that individual roles and responsibilities are clearly defined and aligned with programme goals.
- Facilitate the professional development of team members, fostering an environment of collaboration and continuous improvement.
Risk and Issue Management
- Identify and manage programme risks and issues, implementing mitigation strategies to minimise impact on delivery.
- Develop and utilise risk management frameworks to ensure proactive identification of potential challenges, facilitating timely resolution.
Quality Assurance
- Develop and enforce quality management processes and standards to ensure programme deliverables meet specified requirements and stakeholder expectations.
