This role will be accountable for the successful end-to-end delivery of the Data Platform including its complex products, and how it integrates with the wider digital and operational components to provide the IBCA compensation service.
The role sits within the Data Operations team who is responsible for developing and running safe and secure data solutions that provide a single source of truth for those going through their compensation journey. They are designing and building a new data platform using Amazon Web Services (AWS) and data management and intelligence products using Databricks and Quantexa.
We are taking a product-centric approach treating data as a product and are building squads around our products, with a focus on paying compensation to those impacted by the infected blood scandal seamlessly.
You will focus on overseeing the entire lifecycle of the Data Platform straddling both technical implementation and operations, ensuring it aligns with strategic goals (both for the service, and the organisation) and will ensure the Data Platform is delivered within defined constraints.

Opportunities to move to the new Infected Blood Compensation Authority (IBCA). At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. As these roles are temporary assignments, they will not transfer to IBCA as part of any employee transfer. However, we expect there will be opportunities to apply for vacancies in IBCA .
The Programme Delivery Manager will lead the delivery of IBCA’s Data Platform, ensuring alignment with organisational and service level goals. This role is pivotal in co-ordinating cross-functional teams, managing programme governance, and delivering high-quality data outcomes that release value and support IBCA’s vision and mission.
You will lead and inspire the team’s delivery the Data Platform, ensuring cohesive outcomes by providing clear vision and direction.
A key aspect of your role will be to foster engagement, motivation, and support among individuals and teams, empowering them to meet their objectives while continuously investing in their personal development through coaching.
You will play a crucial role in project governance, collaborating with diverse stakeholders to monitor progress, ensure delivery confidence, and actively manage risks, issues, and inter-project dependencies.
By understanding the wider delivery landscape, you will proactively identify and address potential inter-dependencies or strategic alignments with other areas to achieve successful resolution. In partnership with the Head of Data Product, you will ensure that all realised value directly aligns with user and stakeholder requirements.
Responsibilities
- Strategic Planning & Delivery Management: Lead the continual planning process for the Data Platform, defining scope, milestones, and timelines. Manage dependencies across the organisation and coordinate delivery to ensure alignment with overall strategic goals and vision. Co-design the operational model for the Data Platform and establish roles in your delivery team to manage the transition and live running as the Data Platform is iteratively delivered;
- Risk, Issue & Dependency Management: Proactively identify, assess, and manage risks, issues, and dependencies, developing effective mitigation and contingency plans. Act as an escalation point, resolving high-impact blockers and ensuring sustained delivery momentum;
- Stakeholder & Financial Management: Build and maintain strong relationships with diverse internal and external stakeholders, managing expectations and facilitating effective communication. Oversee programme budgets, ensuring financial discipline and optimal resource allocation;
- Team Leadership & Development: Provide leadership, coaching, and mentorship to delivery teams and individual delivery managers. Foster a positive and collaborative working culture, empowering teams to deliver high-quality work and continuously improve processes and productivity;
- Process Optimisation & Quality Assurance: Drive continuous improvement of delivery processes, challenging complexities and guiding teams through implementation of new methods. Ensure that the Data Platform is developed in line with appropriate quality standards throughout the lifecycle;
- Supplier Management & Oversight: Manage supplier relationships by setting performance standards, negotiating contracts, and ensuring high-quality outcomes.
