Hull City Council is seeking a passionate and experienced Cognition and Learning Outreach Officer to join our Education Learning & Skills team within Children and Young People’s Services. This pivotal role will support quality improvement across the education sector, ensuring children and young people with cognition and learning needs receive the best possible support in line with the SEND Code of Practice, Education Act, and Children and Families Act.
You will lead on supporting mainstream schools to meet the needs of pupils with moderate to severe learning difficulties and specific learning difficulties (SpLD). The role involves delivering training, conducting psychometric assessments, adapting curricula, and working collaboratively with schools, health professionals, and other partners.
Key Responsibilities

Provide specialist advice and support for cognition and learning needs across primary and secondary schools.
Undertake psychometric assessments and produce detailed reports with recommendations.
Deliver training and guidance to schools on curriculum adaptations and inclusive practice for SpLD, MLD and SLD.
Support the development and review of Resource Bases and SEN Units.
Analyse data, OFSTED reports, and statutory SEND information to inform service improvements.
Lead projects aligned to SEND improvement plans and contribute to strategic planning.
Promote safeguarding and ensure compliance with statutory obligations.

About You
We are looking for someone with:

Qualified Teacher Status (QTS) or equivalent teaching qualification.
Certificate of Competence in Educational Testing (C-CET) or equivalent.
Proven experience supporting children with SEND in educational settings.
Strong knowledge of SEND legislation, policies, and the graduated approach.
Excellent communication, analytical, and leadership skills.
Ability to deliver training and manage change effectively.
