Neway International are seeking a Service Manager – Inclusion (Social Care Qualified) to join our client Knowsley Borough Council.
Location: 2nd Floor, Nutgrove Villa, Westmorland Road, Huyton, Merseyside, L36 6GA
Hours: 36 per week (3 days in office)
Start Date: 17 December 2025
Pay Rates: PAYE £35.80 per hour / Limited/Umbrella £47.21 per hour

The Role
As Service Manager – Inclusion, you will lead the SEND Team, Travel and Transport Support, and Access & Inclusion services. You will be responsible for managing staff, budgets, and physical resources, ensuring statutory compliance and service improvement. This role requires strategic leadership, strong partnership working, and the ability to deliver efficiencies while maintaining high standards of service delivery.
Key Responsibilities
Provide direct line management to team managers within Inclusion services
Ensure compliance with statutory duties under the SEND Code of Practice and wider inclusion frameworks
Manage performance systems, including supervision, appraisal, and staff development
Oversee financial resources, ensuring services are delivered within budget and efficiencies identified
Contribute to pupil place planning for children and young people with EHCPs
Foster effective relationships with schools, partners, and stakeholders to support education improvement
Lead service development in line with OFSTED and CQC frameworks (Joint Area SEND Inspections)
Act as deputy to the Head of Service Inclusion when required
Promote equality, diversity, and safeguarding across all service areas
Candidate Requirements
Recognised professional qualification in Social Care/Education or equivalent
Substantial experience in Inclusion (SEND), Education, Health, or Social Care
Strong knowledge of relevant legislation, OFSTED and CQC frameworks
Demonstrable experience managing staff, budgets, and physical resources
Proven ability to lead strategically, influence stakeholders, and deliver service improvements
Excellent organisational, communication, and conflict resolution skills
Political awareness and ability to negotiate and advise senior managers and partners
Commitment to professional development and continuous improvement
