About this role
For the duration of the contract, the People Policy Project Specialist will play a pivotal role in shaping and developing CITB’s employment policies, ensuring they are fit for now and fit for the future. Working with the People Lead, this role ensures that people policies are legally compliant, strategically aligned, and effectively communicated across the organisation.
The People Team at CITB is in the midst of transformational work re-platforming our HRIS and insourcing of previously outsourced HR services, reshaping our services and processes as a result. In the light of this, we need to undertake a review of CITB’s current People Policies framework to align with our new systems and processes as well as ensuring we are have the right approach to maintaining up to date, accessible, relevant people policies to support our colleagues and line managers now and in the future.
This work will compliment the work already completed by the People team and will provide additional focus, accelerating our efforts at pace, at a time of change. This is a fantastic opportunity for someone who sees the positive impact of the right policies on an organisation’s culture and to gain valuable experience in contributing to a wider transformation project.
What you’ll be Doing
The review will involve a research and discovery phase building on the current policy tracker in order to; identify key findings, priorities and recommendations with an actionable implementation plan.
Led by the Policy People Lead, the approach will include working with the current People team and wider relevant stakeholders (Legal, Corporate Governance, IT and Communications), as well as bringing to bear their own expertise to inform the findings, recommendations and implementation plan.
Review and update people policies and procedures to ensure they comply with new and existing legislation/ case law and remain fit for purpose, reflecting the latest developments in effective people management.
Responsibilities for the execution of activities will be agreed by the People Policy Lead and will be a combination of working in partnership with established members of the People team (where tasks may be currently assigned) or there may be a requirement for the role holder to support, as relevant.
Develop and amend people policies and procedures (including toolkits and template letters) which provide general and practical advice/ guidance for managers and colleagues on a range of employment matters, ensuring alignment with CITB’s strategy brand and values.
Plan and implement launch events, communications to raise awareness and ensure there is common understanding across managers and colleagues of the people policies across the business.
Ensure policies and procedures support CITB’s strategy, enhance the employer brand and foster a culture trust, fairness and inclusion. Integration of policies into the HRIS platform (e.g., self-service access, automated workflows)
Communication and training plan for employees and managers, including launch events where required, ensuring all updates are effectively communicated and are accessible on the CITB intranet pages (working with the HR Services Co-ordinator).
Led by the People Lead, create a governance framework for ongoing policy management and review (that incorporates our key stakeholders including our Union and Management Representatives)
Work with People Lead to ensure CITB’s people policy framework reflects the needs of the organisation and its workforce, ensuring they remain fit for purpose and reflect the latest developments in effective people management.

Business operating hours are between 08:00 – 18:00
The location of this role is Peterborough with the option for a blended working approach as agreed with your Line Manager. We encourage candidates to discuss their expectations on blended working at interview stage.
Your Experience
Essential Experience/Qualifications
CIPD qualification (Level 5 or above) or equivalent experience
Strong knowledge of UK employment law and HR best practice
Excellent written and verbal communication skills
Analytical mindset with attention to detail
Experience in policy development and stakeholder management
Knowledge of latest developments and approaches to effective people policies
Strong organisational and time management skills
Good IT skills, Microsoft Office (Outlook, Word, Excel, Powerpoint) and Teams
Ability to research and interpret data and information
Desirable Experience/Qualifications
Experience in HRIS systems
Experience in working within a unionised environment
Proven experience in providing HR advice across a range of issues and managing end to end ER cases
