Crynodeb

This is a rare and exciting opportunity to join the Crown Office and Procurator Fiscal Service (COPFS) in a newly created senior leadership role. As Director of Transformation and Change, you will be accountable to the Chief Operating Officer and lead the newly established Transformation and Change Directorate, providing strategic leadership and operational oversight of COPFS’s transformation and change portfolio.

You will be responsible for building and leading a directorate of approximately 30–35 staff across three core teams: the Portfolio Management Office, the Change Portfolio Delivery Team, and the Business Design Analysis Team. Your leadership will be central to developing and implementing a coherent transformation strategy that aligns with COPFS’s strategic priorities and the national performance framework.


You will lead the delivery of a major change portfolio, including the redesign of digital case management systems, ensuring robust governance, benefit realisation, and alignment between business processes, technology, and organisational design. Your role will also involve embedding a standardised approach to programme delivery, fostering change readiness, and ensuring successful adoption of new systems and ways of working.


As a senior leader, you will represent the directorate at governance boards, manage transformation-related risks and resources, and build strong relationships across COPFS and the wider justice system.


Candidates must demonstrate experience in leading large-scale transformation in complex public sector environments, managing programmes and portfolios with strong governance, embedding change through business design, and building high-performing teams. Strong financial acumen and stakeholder engagement skills are essential, along with a commitment to delivering value for money and sustainable change.
