Summary

As the Deputy Facilities Manager, you will play a pivotal role in supporting the Facilities Manager by ensuring the building and estate are well-maintained, functional, and fit for purpose. Your contributions will directly support MCSU and its Lodger Units in achieving their operational outputs effectively and efficiently.

Primary Purpose:

Facilities Operations Support

Assist the Facilities Manager in overseeing the day-to-day management of the site, ensuring all facilities are maintained to a high standard.

Liaise with contractors, service providers, and internal stakeholders to ensure the effective delivery of facilities management services, including maintenance, cleaning, and security.

Inform all relevant stakeholders of facility-related issues or changes in a timely, clear, and effective manner, minimising disruption to operations and maintaining a safe and functional environment.

Monitor and report on the performance of service providers, ensuring compliance with contractual obligations.

Assist in the development, review, and implementation of Standard Operating Procedures (SOPs) for facilities management, ensuring they remain up to date and fit for purpose.

Infrastructure and Space Management

Assist in planning and coordinating office moves, refurbishments, and other infrastructure changes to optimise the use of available space.

Support the development and implementation of long-term estate management plans in collaboration with the Facilities Manager and other stakeholders.

Deputising for the Facilities Manager

Act as the primary point of contact and decision-maker in the absence of the Facilities Manager, ensuring the smooth operation of all facilities management functions.

Represent the Facilities Manager at infrastructure and management meetings, ensuring continuity of leadership and effective communication.

Defect Reporting and Resolution

Act as the customer interface for reporting defects identified by personnel or the Health and Safety Adviser.

To ensure the site remains safe, operational, and compliant with relevant standards by conducting regular inspections to identify and address defects promptly

Ensure all defects are logged, tracked, and resolved in a timely and efficient manner, escalating issues as necessary.

Contractor and Stakeholder Liaison

Act as the point of contact for contractors providing Soft Facilities Management services, such as cleaning and mail services, ensuring effective communication and issue resolution. Coordinate with the Soft Facilities Management team at Southwick Park to address any issues or requirements.

Procurement and Financial Management

Liaise with internal stakeholders, including the Navy Digital Business Resource Manager, to ensure timely payments and adherence to procurement processes.

Raise Low-Value Purchase (LVP) requests and act as the Electronic Purchase Card holder in accordance with relevant policies (e.g., JSP 332), ensuring accurate record-keeping for audit purposes.

Ensure all procurement activities represent best value for money and comply with organisational policies and procedures.

Health, Safety, and Compliance

Support the implementation and monitoring of health, safety, and environmental policies across the site.

Act as a Deputy Health, Safety, Environment, and Protection (HSEP) Adviser for the MCSU and lodger units on the establishment, ensuring a safe and compliant working environment for all personnel.

Conduct regular inspections and audits to identify and address potential risks or hazards.

SharePoint and Information Management

Collaborate with the SharePoint Owner to ensure the Facilities Management area is kept current, relevant, and accessible to all stakeholders.

Secondary Purposes:

Serve as the Health & Safety Warden for H Leg, ensuring compliance with safety protocols and standards.
