Devonport Naval Base is the largest Naval Base in Europe. It is a 650 acre site with 15,000 acres of water space, employing 12,000 people on site. The Base is primarily focused on delivering timely deep maintenance to the UK’s submarine fleet. It is also the operating home base for frigates, amphibious Ships, Royal Marines. It employs more than 10% of Plymouth’s workforce and contributes to 14% of Plymouth’s economy.

This position is advertised at 37 hours per week.

The Successful candidate will be required:

To assist SSEPO4 with the implementation the 4C Management System regarding the management of contractors and visiting workers within NBC(D) estate.

Provide assurance to the HoE by monitoring the HS&EP arrangements and performance with a programme of waterfront and infrastructure inspections in line with the DSG Active Monitoring Programme, producing reports in a timely fashion.

Ensure suitable and sufficient arrangements are in place for; Building Controllers and functions to be suitably carried out, in line with the 4C requirements for NBC(D).

To provide a central point of contact for building controllers for advice, guidance, and assistance as required.

Ensure the provision of hazard information is exchanged between Host, Area/Building Controller and visiting workers.

Implement and maintain Establishment Hazard Register liaising with Building Controllers to ensure review of local hazard registers.

Provide a robust management system for the issue of ‘T’ cards to contractors, visiting workers and MOD Service and Civilian staff working on vessels within HMNB Devonport.

To provide advice and guidance on, and delivery of, the NBC(D) HS&EP arrangements to ensure workplace safety within the Naval Base.

Assist SSEPO4 in the Intelligent Customer function regarding the overseeing HS&EP performance of Commercial Partner under ARMADA and Principal Contractor under FMSP.

Fulfil a team-member role for the EPCC/PIR cell within NBC NERO arrangements.

To ensure the completion of MOUs, liaising with heads of department and ensuring they are updated and signed by all lodgers on the NB.
