The Devonport site is a strategic Defence asset as an Operating and Support Base for the Royal Navy and Royal Marines, delivering and enabling a range of direct and indirect support services for the Naval Service. Comprising HMS DRAKE, significant industrial facilities and a range of military and non-military lodger units of which, Defence Equipment & Support, Submarine Delivery Agency, Fleet Operational Standards & Training are the most substantial. It is supported by a number of key Industry Partners including Babcock, Mitie and Serco. The Devonport site is characterised as a Base, Barracks, Port & Dockyard.
The Naval Base Commander Devonport is responsible for providing a World Class, Secure, Safe, Integrated Operating and Support Base for the Royal Navy; his mission is supporting the Royal Navy Worldwide from Devonport. A key part of this responsibility is the support to the submarine programme and the provision of the Nuclear facilities which are regulated by the Defence Nuclear Safety Regulator (DNSR) under DSA02-DNSR Safety Regulations to achieve Nuclear Authorisation.
The purpose of the Emergency Planning & Response Support Officer 2 (EPRSO2) post is to support Emergency Planning and Response Officer 5 with the creation, maintenance and testing of conventional emergency response plans for the Naval Base.
PRIMARY RESPONSIBILITIES
The EPRSO2 is responsible for:
Being part of the Emergency Planning & Response (EPR) Intelligent Customer (IC) function in supporting audit and review of activities and processes carried out by Babcock Marine (BM) in accordance with the requirements of the FMSP contract in support of the site Emergency Arrangements.
Day to day management of equipment and facilities required to support the emergency arrangements for the Naval Base and reporting any shortcomings to EPR5.
Supporting development and maintenance of suite of documentation to support the site emergency arrangements.
Maintaining records that support emergency arrangements.
Supporting EPR5 with scrutinising Site Clearance Certificates and controlling the release and acceptance of, or agree concessions on maintenance, for equipment that directly supports the emergency arrangements.
Planning and delivery of training, drills and exercises for emergencies on the Devonport Site by review of established emergency response plans to determine requirements and following exercise planning functional procedure.
The design and development of training modules specific to the emergency arrangements by using systematic approach to training, development of objectives and delivery media.
Supporting the implementation of identified improvements to equipment and facilities in direct support of the emergency arrangements by determining required actions to correct shortfalls detailed in the exercise issues tracker.
Part of a duty Emergency Response Organisation roster for maintaining SQEP, participating in exercises, drills, training and directly supporting the conventional emergency response.
Assisting EPR5 with management of baseline and personnel who support the site emergency response organisation.
