JOB TITLE: Disrepair Surveyor

Pay rate: £231.22 per day PAYE
Working Arrangement: The surveyors will be required to work on site most days, attending tenants homes, etc. There are approximately 15 people in the teams.
The role:
On behalf of a local council, we are seeking a Disrepair Surveyor to manage complaints received as a legal claim (Housing Condition Claim) in partnership with the legal services.
You will ensure all legal claims within Repairs and Maintenance are successfully investigated and completed with minimal litigation, addressing tenants' expectations regarding property conditions.
Key Responsibilities:
Manage claims brought against the council, find solutions within BCC’s ICP (Internal Complaints Procedure) and where required, legal framework, to come to a satisfying outcome with and for the tenant.
Conducting thorough inspections, coordinating and overseeing necessary repairs including monitoring the work of the trade teams and contractors, from start to completion, ensuring delivery of high quality work, ensuring clear communication with tenants, providing them with a detailed report to each case, achieving high customer satisfaction within budgetary targets and providing a cost effective, value for money service.
Supervise and coordinate Response Services Surveyors to provide pre and post Repairs inspections as directed by the council's scheduling system.
Provide the technical service lead on managing complex complaint cases through to a successful conclusion; to include fact finding, report writing, explanatory responses and witness representation at court on behalf of the council.
Monitor the delivery and quality of work carried out by Trade Teams & contractors, in order to maximise customer experience and satisfaction, taking the lead on dealing with any issues or complaints in a timely manner, ensuring lessons learnt are implemented as part of driving forward improvements to the Service and continuously improving customer experience.
Ensure customers are kept informed of progress throughout the process and that the work is completed to quality, financial and time targets.
Assist the Responsive Repairs Manager to monitor and accurately report Expenditure and costs against budgets.
What the client is looking for:
Qualifications:
A relevant qualification in Building Surveying, Construction, or related discipline (e.g., HNC/HND, BSc).
Membership or working towards membership of a professional body such as RICS, CIOB, or CIH is desirable.
Health & Safety certification (e.g., IOSH/NEBOSH) is advantageous.
Full UK driving licence and access to a vehicle (as site visits will be required).
Skills & Experience
Strong knowledge of housing disrepair legislation, the Housing Health and Safety Rating System (HHSRS), and pre-action protocols for housing conditions claims.
Proven ability to interpret and apply relevant legislation and statutory guidance within a local authority context.
Excellent diagnostic surveying skills with the ability to assess complex disrepair cases and recommend effective remedial action.
Competency in overseeing the performance and quality of both in-house trade teams and external contractors.
Ability to supervise and support technical surveyors, providing direction on complex repairs and pre/post inspections.
Demonstrable experience managing disrepair or legal housing condition claims within a local authority or social housing provider.
Proven track record of conducting property inspections, managing remedial works from initiation to completion, and resolving complex repair issues.
Experience working closely with legal services to investigate and respond to claims, including court appearances as a technical witness.
History of managing service delivery within budgetary constraints and delivering value-for-money outcomes.
Experience in coordinating multi-disciplinary teams and monitoring contractor performance.
Background in complaint resolution, ideally within a housing or public sector environment.
