£393.48 per day PAYE

The role:

This role involves completing the remaining Stock Condition Survey and using that data—alongside other relevant datasets—to develop and deliver both minor and major capital works programmes. These programmes include several significant block refurbishment projects currently in early development. Delivery will be managed through a combination of well-procured contractor agreements and a small in-house team of surveyors.



A key focus will be on ensuring property and service improvements contribute to the Council’s climate change and carbon reduction goals. The role will also support the transition to a new structure as part of the Homes redesign, aligned with the emerging regulatory framework and the upcoming Local Government Review.



Main Duties and Responsibilities

Analyse asset and attribute data to inform the development of capital investment programmes.
Lead the development of planned capital works programmes, including both minor and major projects.
Oversee the effective delivery of planned capital works through internal teams and external contractors.


Reporting Responsibilities
Provide regular reports on:


Progress of stock condition surveys and data updates
Performance against key indicators, including Decent Homes and Consumer Standards
Programme expenditure versus approved budgets
Compliance with Health & Safety legislation, including CDM Regulations (2015) and the Building Safety Act (2022)
Customer satisfaction levels and feedback related to capital works



What the client is looking for:

Experience in stock condition surveying and using asset data to inform capital works
Proven ability to develop and deliver planned capital investment programmes
Strong understanding of relevant regulations, including CDM 2015 and the Building Safety Act 2022
Track record of managing internal teams and external contractors to deliver refurbishment projects
Commitment to sustainability and delivering works that support climate and carbon reduction goals
Skilled in budget management, reporting, and performance monitoring against housing standards
Effective communicator with experience providing clear reports on programme delivery and compliance
