At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that most of these roles will transfer to IBCA, which is a new Arms Length Body (ALB) separate from the Cabinet Office. Roles that transfer to IBCA from Cabinet Office will maintain the same or substantially the same terms and conditions of employment that are overall no less favourable. It is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no break in their pensionable service. Roles commencing after IBCA has become operational will be with IBCA itself on similar terms and conditions. All successful candidates will receive full details of the terms and conditions of employment for their role with their formal job offer.
Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.
The Head of Programme Management Office (PMO) will provide strategic oversight and leadership for the Infected Blood Compensation Authority's complex programme portfolio. This role is essential in ensuring alignment between projects and programmes while facilitating effective escalation and management of risks. The Head of PMO will also be responsible for compiling key data and information on all projects and programmes and will oversee revisions to future programme business cases to ensure they align with strategic objectives and organisational priorities.
Key Responsibilities:
Strategic Oversight and Direction
- Provide comprehensive strategic leadership for the PMO, ensuring that all programmes and projects are aligned with the organisation's strategic objectives and priorities.
- Develop and implement strategic frameworks that guide programme management practices, ensuring they are effective in managing complexity and delivering outcomes of significant value.
Alignment Between Projects and Programmes
- Ensure strong alignment between individual projects and overarching programme goals, facilitating seamless integration to achieve strategic objectives.
- Develop mechanisms for tracking and managing interdependencies among projects, ensuring that potential impacts on delivery timelines and outcomes are proactively addressed.
Collating Key Data and Information
- Gather, analyse, and maintain key data and information on all projects, programmes, and deliverables across the IBCA portfolio to ensure comprehensive understanding and visibility of overall delivery.
- Develop dashboards and reporting tools that provide stakeholders with a full picture of programme performance and delivery, identifying trends, risks, and areas for improvement.
Oversight of Business Case Revisions
- Oversee the review and revision of future programme business cases, ensuring they are robust, well-structured, and reflective of organisational priorities and strategic direction.
- Collaborate with programme managers to ensure that business cases are developed in a consistent manner and aligned with financial, operational, and strategic assessments.
Escalation and Risk Management
- Establish and manage clear escalation protocols for complex programme-related issues and risks, ensuring timely communication to senior stakeholders and governance bodies.
- Oversee risk management processes across the programme portfolio, ensuring that risks are effectively identified, assessed, and mitigated to minimise their impact on delivery.
Senior Leadership and Team Management
- Lead and develop a high-performing PMO team, providing clear direction and support to programme managers and project leads.
- Foster a culture of continuous improvement and professional development within the team, ensuring that PMO practices evolve in response to changing organisational needs and best practices.
Senior Stakeholder Management
- Build and maintain strong relationships with senior stakeholders, including executive teams and external partners, ensuring their interests are represented and effectively communicated in programme delivery.
- Facilitate regular engagement with stakeholders to provide updates on programme progress, challenges, and strategic decisions, ensuring transparency and alignment.
Performance Monitoring and Reporting
- Develop and implement performance metrics and reporting processes to assess programme delivery against strategic objectives, providing insights for informed decision-making.
- Prepare and present reports to executive boards and senior stakeholders, highlighting key achievements, risks, and areas for improvement based on comprehensive data analysis across the IBCA portfolio.
