Crynodeb

The Strategy Directorate is a central function bringing together Private Office, Parliamentary and legislative affairs, sponsorship of inquiries, arm’s length bodies and entities, delivery oversight, policy development and strategy.

The Angiolini Inquiry is a three-part, non-statutory inquiry. The Team was established in November 2021 and immediately began work on Part 1, investigating an off-duty Metropolitan police officer. In February 2023, the Inquiry’s remit was broadened to include the case of former PC David Carrick (Part 3). Following a public consultation, the Terms of Reference for Part 2 of the Inquiry were published by the Home Secretary in May 2023. The Part 1 Report was published in February 2024. The Inquiry is now working on Parts 2&3.

The Inquiry carries out its work in different ways, including through desk-based research, interviews, and other forms of engagement with individuals and organisations affected by issues set out in its Terms of Reference.

Part 2 of the Inquiry focuses on whether systems, policies and processes for the recruitment, vetting and transfer of police officers are fit for purpose and help to identify those who display misogynistic and/or predatory attitudes and behaviours; the extent to which aspects of police culture observed across police forces enable misogynistic and/or predatory attitudes and behaviours and the role of standards; and the extent to which existing measures prevent sexually motivated crimes against women in public spaces. Part 3 of the Inquiry examines the career and actions of former police officer David Carrick.

Fixed Term Appointment

This post is being offered on a Fixed Term Appointment (FTA) basis in order to complete a finite piece of work.

Main Responsibilities will include:

  • Supporting the Recruitment, Vetting and Transfers Pillar G7 Lead in developing potential policy recommendations, emerging findings and providing advice for consideration by the Chair and Inquiry senior leadership team.
  • Working collaboratively with colleagues across the Inquiry to gather evidence, information, and insight relevant to your work strands (recruitment, vetting and transfers and on Part 3). This will include suggesting lines of enquiry, identifying, and organising and taking minutes at witness interviews, engaging with disclosing organisations, reviewing academic literature, analysis of data sources.
  • Reviewing and analysing evidence submitted by disclosing organisations and individual witnesses, carrying out desk-based research, engaging with external research and analysis and producing policy papers.
  • Providing policy advice, briefings, and other information to members of the Inquiry Team on key themes or specific issues relevant to your work strand.
  • Collecting, reviewing and analysing data for the Inquiry policy team – including crime statistics, analysis of forces, recruitment data, vetting data and demographic data.

Working Pattern

Due to the business requirements of this role, it is only available on a full-time basis. However, compressed hours are available.

Travel

Some travel may be required and may include overnight stays.
