Crynodeb

The Strategy Unit provides advice and support to ExCo, the Chief Executive and the Board on parliamentary engagement, the relationship with the sponsor department and engagement with other government departments and the Devolved Administrations. It supports the development of cross-IBCA strategic policy, is responsible for running and administering the secretariat for IBCA’s top-level governance structures, and oversees the running of IBCA’s private office support to the CEO and Directors.

Opportunities to move to the new Infected Blood Compensation Authority (IBCA). At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that most of these roles will transfer to IBCA, which is a new Arms Length Body (ALB) separate from the Cabinet Office. Roles that transfer to IBCA from Cabinet Office will maintain the same or substantially the same terms and conditions of employment that are overall no less favourable. It is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no break in their pensionable service. Roles commencing after IBCA has become operational will be with IBCA itself on similar terms and conditions. All successful candidates will receive full details of the terms and conditions of employment for their role with their formal job offer.

Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.

In this role you will be one of 3 Grade 6's in IBCA’s central Strategy Unit, and you will report to the CEO’s Chief of Staff. The successful candidate will thrive in working in a dynamic, delivery-focused environment and be confident communicating with senior stakeholders. Your strengths will include collaborating with a range of colleagues on common goals and you will be an able and experienced leader of a diverse team of people, supporting the development of staff to reach their full potential.

Key deliverables and responsibilities for the Head of Private Office role will include:

  • Leadership of an overall team of approximately 20 people across the Private Offices of IBCA’s senior leadership, including business planning for the entire Private Office team;
  • Oversight of the executive team’s office management functions to ensure they receive a seamless office service;
  • Coordination across private offices where required with regards to engagements, correspondence, transparency returns and other office management requests;
  • Designing, leading and managing the plan of activity for your team, while remaining agile in the face of competing priorities;
  • Modelling positive behaviours and developing a supportive and inclusive team environment.
