Summary
At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that most of these roles will transfer to IBCA, which is a new Arms Length Body (ALB) separate from the Cabinet Office. Roles that transfer to IBCA from Cabinet Office will maintain the same or substantially the same terms and conditions of employment that are overall no less favourable. It is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no break in their pensionable service. Roles commencing after IBCA has become operational will be with IBCA itself on similar terms and conditions. All successful candidates will receive full details of the terms and conditions of employment for their role with their formal job offer.
Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.
As we build the Operations team you will be expected to work in the office at least 80% of the time.
As the Safeguarding Lead within the Infected Blood Compensation Authority (IBCA), you will be entrusted with shaping the strategic direction of safeguarding within the organisation and ensuring that all safeguarding processes are aligned with the evolving government priorities. You will also be a key figure in ensuring that the safeguarding strategy is effectively communicated across the organisation and to external stakeholders, demonstrating a clear understanding of the broader policy and economic landscape.
The role offers significant leadership opportunities as you influence and drive safeguarding policies across the IBCA. You will work closely with senior leaders, HR, and other stakeholders to promote the safety, wellbeing, and resilience of both the customers we serve and the teams providing the service. You will ensure that the team is well-equipped to handle complex safeguarding issues while delivering compassionate, effective support.
Key responsibilities of the role;
• Implement safeguarding strategies that align with both the government’s broader objectives and the unique needs of those impacted by the Infected Blood Scandal.
• Influence senior leaders across the Cabinet Office and IBCA to ensure safeguarding priorities are integrated into the broader strategic objectives of the organisation.
• Foster a culture of resilience and wellbeing, ensuring that the organisation’s policies and practices support employees and customers in the context of safeguarding.
• Build and maintain strong relationships with a diverse range of internal and external stakeholders, including government bodies, health professionals, and non-governmental organisations.
• Ensure transparent, empathetic communication with all stakeholders, offering clear explanations of complex safeguarding policies while considering the diverse needs of those impacted.
• Guide the development of safeguarding training and communications to raise awareness and strengthen safeguarding across the organisation.
• Lead safeguarding interventions in cases involving vulnerable individuals, ensuring effective action is taken in line with the organisation’s policies and legal obligations.
• Provide expert guidance on safeguarding for staff members when dealing with sensitive and complex cases, such as those involving suicide or self-harm risks.
• Analyse claimant feedback, identifying recurring themes to refine and improve safeguarding policies and processes.
• Use data insights and customer feedback to assess the effectiveness of safeguarding processes, identifying gaps and areas for improvement.
• Collaborate with stakeholders to review and refine safeguarding protocols based on emerging trends and feedback.
• Proactively identify risks related to safeguarding and recommend solutions to mitigate them.
• Ensure compliance with all legal, regulatory, and security requirements in relation to safeguarding practices.
• Regularly review safeguarding procedures to ensure they align with government regulations and best practices.
