As part of our public service reform journey we are stepping up our ambitions around GM Live Well and Prevention (including our GM-wide response to Multiple Disadvantage). The role will work as part of our Public Service Reform and Live Well team but work very closely with GMCA Research colleagues. The role will develop and lead our approach to evaluation, learning and evidence across the GM Live Well and Prevention agendas and will be the lead officer for evaluation, data and evidence around multiple disadvantage .

Our approach to Learning and Evaluation will necessarily need to include a broad range of tools and methods and serve a number of different purposes, including ‘case making’; insights generation; and evaluation (both for accountability and learning purposes). As such, we are looking for someone who is able to make best use of quantitative and qualitative approaches to contribute to real change at the individual, service and system level and is as comfortable with quantitative data analysis and evaluation (e.g. demand analysis; robust impact evaluation; financial appraisal and cost benefit analysis) as they are with qualitative and learning methods (traditional 1-1 interviewing and focus group methodologies plus wider approaches such as ethnographic / observational research, community reporting) You will be able to understand and unblock technical barriers and be equally comfortable working with large complex datasets and engaging with directly with communities and people experiencing multiple disadvantage.

You will be adept at knowing how to blend and combine your wide-ranging technical skills and your wider interpersonal / relational skills, critically understanding the limitations and relative strengths of both.

Being a self-starter is essential to this role as well as the ability to deal with technical and human complexity and ambiguity. An understanding of systems thinking, systems change and human learning systems would be a distinct advantage.
