Summary

The Data Directorate’s strategic data planning not only aligns IBCA’s data management with national health policy objectives but also ensures that real-time insights directly inform government compensation policies. By overseeing the secure processing of over 250,000 individuals' sensitive health and financial data, the role safeguards compliance with GDPR and evolving regulatory frameworks while driving efficiency in data processing times. The organisation will deal with the sensitive data that surrounds 250k people’s health and finances, some of this data will be ingested in large packages, some submitted by individuals. It needs to be handled well to ensure efficient case decisions and ensure its protection.

The Directorate will ensure that all systems are designed from concept through delivery to be easily integrable and reportable in live feed systems that allow real-time management information.

They will develop systems that, through transparency, allow the development of trust between the organisation, its users and stakeholders.

They will ensure that the high volumes of sensitive personal data managed by the IBCA are processed and stored securely, acting as Senior Information Risk Owner. This will include owning the overall data architecture, data standards and data catalogues for IBCA critical services, including how data is modelled, structured and connected.

They will be responsible for designing and implementing a data strategy as well as building data capability across the organisation.

They will ensure the department has a robust and effective modelling & analytics capacity, to provide control and inform strategic decision making.

Opportunities to move to the new Infected Blood Compensation Authority (IBCA).

At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that these roles may transfer to IBCA, which is a new public body separate from the Cabinet Office and independent of the Civil Service. Roles that transfer to IBCA from Cabinet Office will maintain the same or substantially the same terms and conditions of employment that are overall no less favourable and it is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no break in their pensionable service.

Key Responsibilities:

  • Lead Data Strategy Development:
    Drive the development and implementation of a comprehensive data strategy that facilitates cross-agency interoperability and data driven insights, ensuring that the department meets its compensation objectives effectively.
  • Data Governance and Compliance:
    Establish and manage robust data governance frameworks to ensure compliance with GDPR and evolving regulatory standards. Build partnerships with key health and government agencies to enhance data-sharing practices.
  • Operational Management:
    Oversee data acquisition processes, automating and streamlining data flows from source through to policy analysis and digital services, effectively improving operational efficiency.
  • Innovative Data Engineering:
    Direct the capture, creation, and maintenance of curated data assets, ensuring they are readily available for analysis and reporting while promoting data documentation and reusability.
  • Product Development:
    Facilitate and manage the development of interactive reporting tools that enhance the user experience for internal and external stakeholders while enabling data-driven decision-making.
  • AI and Innovations Oversight:
    Lead the responsible deployment of AI-driven analytics and fraud detection systems, ensuring the protection of personal data and expediting claims processing through automation.
  • Team Leadership:
    Provide inspiring leadership to the IBCA staff, fostering a culture of service excellence, professional growth, and psychological safety.
  • Stakeholder Engagement:
    Inspire trust and confidence within the infected blood community and collaborate with stakeholders to ensure our data strategies serve their needs and protect their interests.
