Summary

DVSA is growing its internal digital capability—reducing our reliance on contractors and building the systems, processes, and people that will support long-term, sustainable delivery.

Our Digital & Data Hub is at the centre of this shift, bringing together recruitment, onboarding, governance and capability-building into one focused function.

As part of this team, we’re looking for someone to lead the operational and compliance side of our delivery environment—someone who can bring control without creating friction, and who understands how to balance delivery momentum with sound assurance and accountability.

In this role, you’ll help teams stay on top of risk, meet reporting requirements, manage financial processes, and maintain compliance with both internal and cross-government standards. You’ll also play a key role in helping us mature our operating model—developing repeatable processes and supporting others to adopt good practices in a consistent, lightweight way.

If you’re someone who enjoys bringing clarity and calm to complexity, and who understands how to create structure without slowing things down—we’d love to hear from you.

The Senior Operations & Compliance Manager is a key role in the Digital & Data Hub, responsible for ensuring the smooth day-to-day running of digital workforce operations—balancing delivery agility with clear, proportionate controls.

You’ll work closely with the Head of Digital & Data Hub, digital delivery leads, HR, commercial, and finance colleagues to ensure our delivery environment remains effective, compliant, and aligned to central government expectations. You’ll bring structure and standards to a growing team, and help embed confidence in our governance, reporting, and assurance practices.

Key Responsibilities:

  • Operational Delivery Support
Manage core delivery support functions for the Digital Hub, ensuring consistent processes for tracking headcount, recruitment activity, contractor movements, and onboarding status.
  • Compliance & Assurance
Maintain oversight of compliance against government frameworks (e.g. DDaT capability, GDS/CDDO expectations), and support accurate, timely reporting into DVSA and DfT governance structures.
  • Financial Coordination
Support profiling, forecasting, and reconciliation of digital workforce budgets—working with finance and commercial teams to ensure alignment and transparency.
  • Process Development
Design and embed repeatable ways of working across recruitment, onboarding, and digital workforce operations—striking the right balance between agility and assurance.
  • Continuous Improvement
Identify operational blockers and risks, and work with colleagues to improve process design, data capture, and reporting flows across the Hub.
