Senior Project Support Officer – Role Overview

Join the Valuation Office Agency at a pivotal time in its evolution. We’re embarking on an exciting phase of our transformation journey, merging two Government Major Portfolio Programmes (GMPP) into the ground-breaking NextGen Rating (NGR) initiative. As we reshape the landscape of government property valuation and taxation systems, we’re seeking a Senior Project Support Officer for our NGR Programme Management Office (PMO).

You will be at the forefront of a transformative initiative aimed at enhancing the VOA's organisational agility, improving valuation accuracy, reducing operational risks, elevating customer services, and boosting productivity and efficiency. Your expertise will be crucial in supporting the successful delivery of these ambitious objectives.

We are looking for a proactive and independent Project Delivery professional to join our PMO and play a crucial role in the successful implementation of the NGR Programme. As a Senior Project Support Officer, you will cover a diverse range of activities to support the delivery of the programme’s objectives. The Senior Project Support Officer enables the smooth running of the programme by supporting Programme Management through the operation of project management processes, and the co-ordination of business management actions and activities on their behalf.

Senior Project Support Officer – Key responsibilities

As a key member of the NGR Programme Management Office, the Senior Project Support Officer will:

  • Shape the standards for planning, scheduling and change control: Develop and maintain the programme’s standards for the planning, scheduling and change control, ensuring alignment with best practice and departmental policy.
  • Provide expert guidance: Act as the programme’s expert advisor on planning, scheduling & change control to Programme Management and senior leaders, including advising on approach to milestone definition and supporting Project & Programme Managers with planning best practice to ensure consistency across the programme.
  • Maintain the programme’s programme plan and critical path: Oversee the programme plan, ensuring all necessary milestones are captured and stored in a logical structure. Coordinate with Project and Programme Managers to monitor and report on project and/or workstream progress, using the information to inform planning and change control activity if tolerances are exceeded in project level plans. Undertake periodic quality assurance of plans to ensure they are being accurately maintained and kept up to date.
  • Horizon scan: Maintain a holistic view of programme and project plans, identify early signs that future milestones might be missed and flag to Project Managers to take corrective action.
  • Recognise and track dependencies both internal and external to the programme: Work with Project and Programme Managers to review assumptions and dependencies that have been applied to the critical path and support them to develop assumptions and dependencies as they are identified.
  • Deliver high quality analysis: Undertake analysis of the upcoming milestones and ensure these are reflected in the appropriate reports to inform decision making and produce actionable insights as required by governance bodies.
  • Drive collaboration: Manage and engage with a wide range of stakeholders, building strong and trusted relationships as you develop a programme of regular reviews with responsible owners across Programme Management.
  • Change control: Oversee the change control process, ensuring change requests are being raised in line with programme standards, and working with the Portfolio Office to navigate the VOA level change control process.
  • Continuous improvement: Continually scan for opportunities to improve Programme Management processes and embed within the programme.
  • Working towards a shared PMO vision & purpose: Work collaboratively with colleagues within the wider PMO and build commitment to a shared vision and sense of purpose. Support the PMO in building inner team resilience, ensuring the efficient delivery of programme tasks and activities. This will also include working with stakeholders, suppliers, and the business to help ensure optimal delivery of programme and agency objectives.
