Job description
As the Estates Health Safety and Environmental Protection (HS&EP) Adviser for DBS North, you will have the opportunity to develop the role to deliver all aspects of HS&EP for MoD Blackpool and other northern DBS locations, as well as providing advice and guidance to other DBS northern sites. The role includes conducting assurance checks known as 1st Line of Defence (1LoD) to ensure our sites are complying with all our legal and MOD HS&EP responsibilities

This is a high-profile role and your duties will encompass:-

Leading and monitoring HS&EP working procedures to ensure compliance, and producing site HS&EP policy and environmental management system. Conducting assurance checks (1LoD), developing post-audit action plans and monitoring progress of achieving goals.
Providing HS&EP advice to staff and visitors, conducting site HS&EP briefings for new staff and contractors. Overseeing maintenance of site first aid facilities, fire equipment, and evacuation equipment. Providing guidance in relation to Disability Discrimination Act-compliant facilities, including ‘access to work’ and personal emergency evacuation plans. Promoting a HS&EP culture across our sites, and arranging HS&EP awareness campaigns, and safety days. Facilitate first aid and fire warden training.
Coordinating site Fire, Bomb and Emergency procedures including tests and exercises, and contributing to the business continuity plans. Conducting ‘lessons learned’ reviews post-exercise to improve future performance.
Inspecting site physical security provisions and processes, promoting security awareness among all site staff, and acting as the lead facilitator during security exercises.
Undertaking site-wide hazard surveys and resulting risk assessments (RA), for example Fire, Spills and environmental. Develop and implement action plans to mitigate risks. Ensuring the annual reviews are completed and RA updated.
Monitoring accident, incident and near miss data to identify trends, and report as appropriate. Collating and analysing HS&EP data, using this to produce site performance reports and statistics to show progress against targets and objectives from the over-arching action plans. Reporting findings to the Accountable Person (AP) for the sites, and leading the production of the annual site HS&EP reports.
Promoting, monitoring and measure performance against site initiatives, objectives and targets for reducing waste, recycling, energy and water saving. (Per site DBS Environmental Action Plan).
Reviewing and updating agreements between the AP and non-DBS lodgers on our sites. Monitoring and facilitating site HS&EP arrangements, providing advice and guidance.
Some of the locations in our Northern region where you will provide guidance, carry out risk assessments and conduct assurance activities are remote and inaccessible by public transport means, therefore a full driving licence is essential.

This job role may be suitable for hybrid working, which is an informal, non-contractual and voluntary arrangement, blending a balance of attendance in the workplace (your permanent duty station) and working from home as a personal choice, with management approval and to meet business needs. MOD has an expectation that on average, a minimum of 60% of your working time will be spent on a MOD site. If you are successful, your permanent duty station and any opportunities for hybrid working will be discussed with you prior to you taking up your post.

Person specification
The successful individual will be:-

Highly organised, with demonstrable communication and IT skills. The role requires initiative, management of priorities and balancing a busy workload to adapt to changing demands.
Have strong interpersonal skills and relationship management skills with the ability to work flexibly in order to meet stretching deadlines
Be an excellent verbal and written communicator
Able to work independently and as part of a wider team
Have the ability to interact and engage confidently with a range of stakeholders across Defence.
Experience with a HS&EP role is desirable but not essential as full training will be given.
