Important salary details:
New recruits to the Civil Service joining MoJ are expected to join at the band minimum.
Existing Civil Servants applying on promotion, will usually be appointed on the salary minimum of the new pay band, or receive an increase of 10 percent on the current base salary, whichever is higher (This is restricted to the pay maximum of the new band).
GDD:
Government Digital and Data (GDD) Profession Capability Framework and Success Profiles Frameworks. Using GDD we will then determine if you will be paid an additional allowance, on top of your basic salary. This role is within the IT Operations Job Family, is a Command and Control Centre Manager role at Operation control manager level, but carries the title Change and Release Manager Lead within DTS.
Reserve List:
HMCTS run a Reserve List, where candidates who are unsuccessful at interview by only a few points, can be offered other roles, at the same band, for up to 12 months. You will be able to view your status via the application screen. If you have been added to the Reserve List, your status will show either Merit or Reserve list.

Job Description:
The Change and Release Lead will have full ownership and responsibility for the end-to-end management of digital change and release for HMCTS. The role involves building an in-house capability for Change and Release Management and overseeing the successful transition to a fully in house service. The role holder will collaborate with external suppliers and senior stakeholders to ensure alignment to Digital and Technology Services standards.
The role holder will lead the change advisory boards and ensure adequate risk assessment and scheduling of technical changes and releases, they will have the authority to sign off on critical changes that could have a significant impact if unsuccessful. Additionally, they will own the schedule for change and release roadmap for digital services providing an early insight for stakeholders. They will serve as the primary point of contact for escalation within the function and will sponsor and manage a portfolio of initiatives within the practise.
This role also encompasses leading on the engagement between DTS and the HMCTS Reform Programmes, as well as the MOJ D&T Change and Release Teams, ensuring adherence to the correct policies and processes across HMCTS and on-going support following deployment. The role holder will report into the Head of Live Operations and mange a hybrid team.
Key Responsibilities:
• The role has management and leadership responsibility within the HMCTS Digital and Technology Services for Change & Release Management teams, who provide overview of new digital and technology products/ services, providing a service to our users as part of the wider Live Operations team.
• Lead and mentor a team of change and release management professionals, fostering a culture of continuous improvement and collaboration.
• Develop and implement training programs to enhance the skills and capabilities of the team.
• Engage and empower change and release team.
• Identify and delegate continuous improvements activities in the change space.
• A champion of change and release management, actively improving and optimising current processes
• Managing suppliers (3rd Party), influencing, and negotiating wither suppliers, providing oversight, and managing underperformance.
