Summary

This is an exciting time to join the MOD Supply Chain Directorate (SCD). The Defence Supply Chain Capability Programme (DSCCP) will deliver urgently needed improvements to the way in which MOD manages the end-to-end Defence supply chain.  A series of strategic shocks to the global supply chain, including economic instability, conflicts in Ukraine and the Middle East and the COVID-19 pandemic have all played a part in aligning the Government’s focus on strengthening the Defence industrial base, partnering with industry and allies, and protecting the UK’s strategic supply chains. The DSCCP will increase the speed and resilience of supply chains and build closer collaboration with Industry to protect the nation in times of conflict and foster prosperity.

This is a Fixed-term Appointment as a Defence Supply Chain Capability Programme Change and Communications Lead in the Supply Chain Directorate. Your responsibilities will be as described in this job advert. The reason why you are appointed for a fixed period is due to current expected programme duration. This post will therefore begin on your appointment and will end on 31/03/2027. You should be aware that when your Fixed-term Appointment at MOD comes to an end, arrangements will be made in line with the FTA policy.

If you are a permanent MoD civil servant and are found successful for an advertised Fixed-term Appointment (FTA) you should move into the post under a Temporary Transfer (for up to a maximum of 23 months). At the end of the posting you will return to your previous MoD Business area. If this posting is at a higher grade, your promotion will be temporary, and you will return to your substantive grade at the end of the Temporary Transfer. If you are transferring to MoD from another government department (OGD) you should join the MoD on an inward loan. At the end of the loan you will return to your home (OGD) department. This position is advertised at 37 hours per week.

The role of the Change and Communications Lead is to proactively prepare the business for the impact of the changes being delivered by the Defence Supply Chain Capability Programme (DSCCP).

The DSCCP is a fast paced, high-profile programme aiming to create a Defence Supply Chain that underpins our warfighting edge and supports economic growth, making Britain more secure at home and stronger abroad.

The Change and Communications Lead role has a significant impact on the effective delivery of the change and the realisation of the programme benefits. They will proactively prepare the business for the impact of the changes being delivered and provide advice to senior managers and leaders across Defence and Industry. Additionally, they will support the Integration Leads with implementing the Integration Plan and aligning DSCCP with broader Defence Reform initiatives, ensuring DSCCP priorities are embedded in future Defence operating models and governance.

The role provides a bridge between the programme and the business to ensure that activities are planned and completed to enable the business to implement the agreed change and realise the business benefits. They will support the strategic direction of change management and provide advice to other change managers and stakeholders across the organisation.

Responsibilities:

Change Management

Lead the business change management activity and work with the programme team to deliver the business case benefits and outcomes.
Identifies potential resistance to change and develop approaches to support the workstreams to address and manage it.
Monitor the progress of the changes and identify where course correction may be required and/or opportunities leveraged, including running learning from experience sessions.
Manage and mitigate business change risk.
Capture feedback and useful data to provide insights to the workstreams and Senior Leadership Team to support delivery of the change.
Provide progress updates to the Programme Board and Steering Group.
Support leaders to develop change leadership capabilities.
Champion the use of best practice business change management standards, tools and processes.

Communication & Engagement

Develop and shape an effective plan for communications and stakeholder engagement around change to ensure stakeholders are informed of key changes and associated impact.
Lead on engagements and ensure communications and engagement products are fit for purpose.
Create and actively manage stakeholder networks to drive engagement with and support for the programme.
Lead on engagement with senior stakeholders both internally and externally to ensure the programme meets its business change requirements.
Provide and review content for communications relating to business change across the programme.
Champion the use of communication and engagement best practice and provide expert advice to the wider team.
