Interim Senior Community Engagement Officer – Marketing & Communications

Pay Rate: £24.03 per hour PAYE

Hours per week: 35-37 Monday – Friday, normal working hours

Role Length: This opening assignment is for 3 months, likely to extend

City: London

Hybrid working - 2 days in Union Street / 2 days remote workings / 1 day per week attending fire stations to meet with borough commanders. The working location can be quite varied as will be required to attend meetings and events across your allocated boroughs when needed.

The purpose of the role is to deliver community engagement working with a wide range of stakeholders and communities affected by proposals on the future of the fire and rescue service in London.

Key Responsibilities:

Deliver community engagement working with community representatives, relevant partner agencies and communities affected by significant fires and other emergencies as required (contributed to an urgent assistance communications response).
Attend external meetings, including community meetings, and building relationships with key community stakeholders.
Organise facilities, preparation of representatives and production of briefing materials for a range of community engagement activities.
Create, hold and maintain community engagement databases and contacts, working closely with the public affairs team and in accordance with all data protection rules.
Conduct research and polling to understand public views about the Brigade, how messaging is being received or perceived, and how community engagement can be improved.
Build relationships and support senior managers, especially Borough Commanders and other area based teams, to support delivery of effective community engagement.
Working to support delivery of an annual programme of community engagement activity.
Assist and support the Community Engagement Manager to provide advise to internal audiences, when required, on stakeholder and community engagement matters.
Participate as a member of the communications department, contributing to the delivery and success of the departments departmental plan.
Build relationships and liaise with partner agencies, including other emergency services and the Mayor’s team to deliver high quality community engagement.
Build relationships and support senior managers, especially Borough Commanders and other area based teams, to support delivery of effective community engagement.
Working to support delivery of an annual programme of community engagement activity.
Delivering public consultation exercises for the London Fire Brigade, including design and reporting of them. This will include working closely with internal policy teams to develop meaningful questions and deliverables and ensuring communities are aware of outcomes.

Relevant qualifications.



Experience:

Minimum 3 years working within a large complex organisation serving a large and diverse community.
Demonstrable experience of building and nurturing strong, consistent and purposeful community engagement relationships across a complex, multi-directorate organisation.
Experience of delivering effective public consultation exercises.
Experience of the production of reports and preparation of materials for decision making purposes.
Experience of working with hard to reach groups.
Experience of acting swiftly to engage with communities at sudden notice, in the context of both a public and emergency service.
Experience of working as part of a team with minimal supervision and demonstrating initiative and flexibility in order to deal with a range of tasks and find solutions to complex problems.



Knowledge:

A strong understanding of what good community engagement looks like.
An understanding of safeguarding issues.
Demonstrable knowledge of the fire and rescue service.
An understanding of the law relating to publicity, including the Local Government Publicity Code, Data Protection, Freedom of Information and the Government’s Code of Practice on Publicity.
A knowledge of different kinds of community engagement, including developing resources and guidance for those involved in the delivery of stakeholder and community engagement.
A strong awareness of inclusion, equality and diversity issues and a commitment to ensuring relevant policies are adhered to.
An understanding of good health and safety practice within an office environment to ensure the health and safety of others together with an understanding of the regulations governing display screen equipment.



Skills & Abilities:

Strong interpersonal and people skills in order to engage community groups, representatives and work in challenging circumstances.
Good organisational skills to manage workloads and ensure key performance measures are developed and met.
Numerical and analytical skills in order to monitor budgets and contracts and provide analysis of data.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
