Neway International are seeking a Business Support Manager to join our client, Liverpool City Council.

Location: 80/82 Wavertree Road, Liverpool, L7 1PH
Hours: 35 per week
Start date: 07 April 2026
Duration: 12 weeks - extended to rolling contract.
Employment type: Temporary
Rate: PAYE £21.84 per hour / Umbrella £28.59 per hour



Work pattern: 2 days remote, 3 days office‑based

About the Client
Liverpool City Council’s Children’s Social Care service provides essential support to children, young people and families across the city. The Business Support function underpins frontline delivery by ensuring efficient administrative operations, strong governance, and high‑quality service standards.

The Role
We are recruiting an experienced Business Support Manager to oversee the business administrative support function across Children’s Services. The post holder will lead Business Support Officers, ensuring high‑quality service delivery, effective performance management, and strong partnership working with operational managers. This role is central to maintaining robust administrative processes, supporting statutory functions, and driving continuous improvement across the service.

Key Responsibilities
Manage, lead and develop Business Support Officers on a day‑to‑day basis

Oversee specific functions and project work in partnership with social care managers

Ensure effective team and individual performance using the Performance Management Framework

Lead on recruitment, training, development, attendance, disciplinary and grievance matters

Contribute to a high‑quality service and communication network for internal and external customers

Promote equal opportunities and non‑discriminatory practice

Ensure compliance with statutory requirements, Standing Orders and Financial Regulations

Support the development and implementation of new technology and coordinate relevant training

Control and monitor cash handling, bank accounts and financial/budgetary systems

Develop and deliver team plans, training plans, business plans and personal plans

Work with operational managers to improve data inputting and recording

Deliver change and improvement aligned to service priorities

Manage file share requests for safeguarding purposes

Approve petty cash, travel and food vouchers on Children’s Liquid Logic

Act as approver/administrator for interpretation and translation services

Manage administration and recording of panels, including trackers for Cabinet Members and statutory reporting

Ensure compliance with information governance, FOI and Data Protection requirements

Undertake training and professional development as required

Candidate Requirements
Essential Qualifications
Relevant management qualification

Essential Experience
Substantial management experience in a Business Support setting within Social Care or similar

Strong understanding of information governance, data protection and FOI

Experience delivering IT solutions and supporting digital development

Experience managing finance transactions and budgets

Experience working with internal and partner agencies to support service delivery

Ability to manage performance at team and individual level

Strong organisational and time‑management skills

Ability to prioritise effectively and meet deadlines

Ability to produce clear, concise reports and management information

Strong negotiation and motivational skills
