About the Role

The Traffic & Flood Risk Management team within Traffic & Safety seeks to deliver an excellent customer focused service in an efficient, effective and economic manner, with specific focus of the Council’s role as Highway and Lead Local Flood Authority whilst adhering to Corporate, Departmental and Government priorities.

The Technical Lead’s primary purpose is to support the Head of Service and Service Manager in leading a multi discipline team to effectively manage, develop and deliver the City Council’s highway and flooding duties. The role is required to oversee the investigation of flooding matters, evaluate options to resolve issues and develop assets vital to the long-term sustainability of the Service Area.

The post holder will also be expected to think and operate strategically, providing clear technical leadership that connects day to day delivery with longer term service objectives. They will help shape forward looking plans that strengthen the city’s flood resilience, improve the management of key infrastructure and support the Council’s goals and statutory responsibilities. The role will drive continuous improvement, identify opportunities for innovation and promote effective collaboration across teams and partners to deliver a cohesive, future focused service.

We are looking for a proactive and efficient individual, who can put citizens and customers first and work with a range of internal and external stakeholders. They must also be organised and have excellent communication skills to ensure that the outputs of the service area are maintained to professional standards. About You

The ideal candidate will have:

  • To lead the delivery of the Council’s Lead Local Flood Authority duties as required by the Flood Risk Regulations 2009, Flood and Water Management Act 2010 and Land Drainage Act 1991 as they apply to Nottingham City Council with a clear focus on citizen outcomes.
  • To develop innovative and creative solutions to meet service priorities, to work proactively in a multi-functional transportation / flood mitigation team environment, securing new funding arrangements through researching and submitting funding bids / applications on behalf of the service and its partners.
  • To establish and maintain effective partnerships with internal teams, neighbouring authorities and external agencies in addition to supporting proactive engagement with communities and citizens at risk of flooding to promote improved resilience and self-help measures.
  • To deliver and maintain the Local Flood Risk Management Strategy in line with the national strategy and local priorities, providing expert technical advice on planning applications, sustainable drainage systems ensuring alignment with planning policy and climate resilience objectives.
  • To liaise with Emergency Planners and the Local Resilience Forum, to ensure an appropriate flood incident management plan and contribute to the effective management of an emergency flooding event.
  • To develop and maintain a comprehensive register of flood risk management assets, using key performance indicators, data management and risk based approached to support decision making and continuous improvement in service delivery.
