The Property & Facilities team are responsible for managing a diverse portfolio of circa 480 sites around the UK to meet the requirements of HM Coastguard for Rescue Coordination Centres, Coastguard Rescue Centres and radio sites, UK Maritime Services Marine Offices and other key functions of the Maritime & Coastguard Agency (MCA) such as the Agency Headquarters (HQ). Maintaining its properties together with an ongoing capital expenditure programme of c£2m per annum upgrading, refurbishing, and fitting out properties. The Facilities Manager (Compliance & Audit) has responsibility for the effective delivery of facilities services for all building users including staff, visitors, clients and tenants. The Facilities Manager is responsible for ensuring that the physical environment is fit for purpose in terms of premises, the facilities are fully compliant with regard to health and safety and that the organisation has the appropriate level of FM services and support for their operational requirements. Your responsibilities will include, but aren’t limited to:
Oversee and manage on a day-to-day basis the Total Facilities Management (TFM) contract ensuring that the Agency’s buildings are appropriately maintained, safe and compliant within the agreed budget.2.Manage, monitor and improve the Facility Management Services that are provided via third parties ensuring they are delivered as specified to the required quality and standards against agreed Key Performance Indicators and within the budget agreed.
3.Responsible for developing, agreeing and implementing processes, procedures and guidance to support those (Building Custodians) responsible at site level.
4.Provide help/support and advice to all staff nationally across all sites with any Facilities related enquiries.
5.Implement, manage and review a program of audits on the Agency’s buildings and facilities to check that the contract specification is being complied with and works/services are to the required standard.
6.Undertake reactive and remedial works as necessary in order to ensure buildings are fit for purpose, safe and compliant. Produce briefs and specifications in conjunction with the relevant stakeholders and internal clients. Make sure works are carried out after liaison with colleagues throughout the Estate.
7.Audit contractor works on site (either directly or indirectly) to check compliance with Construction & Design Management regulations (CDM) health and safety requirements. Work closely with colleagues in the Health & Safety team and ensure working practices are compliant with legislative and MCA policies and procedures.
8.Review the information provided from inspections undertaken by and the recommendations made by the TFM contractor with regard to lifecycle upgrades and replacements and make recommendations to the Head of Facilities, Head of Property and Assistant Director of Estates in respect of any remedial or replacement project works to include an evaluation of costs, timescales, and impacts.
