About the Client
Lambeth Council’s Democratic Services function supports the Council’s governance, decision‑making, scrutiny, and member development. The service ensures statutory compliance, transparent processes, and effective support to councillors, committees, and senior officers.

The Role
The Deputy Democratic Services Manager will support the leadership and operational management of the Democratic Services team, deputising for the Democratic Services Manager and ensuring the smooth running of all governance and committee processes. The role includes oversight of decision‑making frameworks, scrutiny support, member development, and statutory compliance across the service.

Key Responsibilities
Assisting in leading and managing the Democratic Services team

Ensuring all decision‑making processes comply with statutory and constitutional requirements

Deputising for the Democratic Services Manager, including during periods of leave

Overseeing committee management: forward plans, agendas, reports, minutes and decisions

Providing advice and guidance to councillors, officers, and the public on governance processes

Supporting report authors to ensure high‑quality, compliant reports

Managing the operation of education admission and exclusion appeals

Maintaining councillor information, registers of interest, and decision records

Leading on Member Development, including induction and ongoing support

Implementing legislative changes affecting governance and democratic processes

Allocating work, setting performance targets, and monitoring team output

Building strong working relationships with members, officers, partners, and stakeholders

Ensuring effective communication and high standards of customer service

Promoting continuous improvement and best practice across the service

Candidate Requirements
Experience managing staff within a democratic or governance environment

Strong understanding of local government decision‑making and constitutional frameworks

Experience advising councillors and senior officers on governance processes

Political sensitivity and experience working in a political environment

Experience delivering service improvements

Operational knowledge of constitutions and committee management systems (e.g., Modern.Gov)

Excellent communication, organisational, and relationship‑building skills

Ability to work collaboratively and maintain high professional standards
