The Opportunity
This is a fantastic opportunity to support a leading Tier 1 civil engineering contractor as they prepare a major tender within the national highways sector. With significant investment flowing into UK road infrastructure and a growing pipeline of strategic projects, our client is strengthening their bid team with freelance expertise to ensure their tender stands out for technical excellence, commercial robustness, and innovation. Your impact will be immediate, and you’ll play a central role in developing a competitive, complaint, and compelling cost submission for a flagship highways scheme. Your duties and responsibilities will be
- Leading the development of the cost estimate for a major highways tender, ensuring accuracy, compliance, and competitiveness.
- Reviewing tender documentation, drawings, and specifications to understand scope, risks, and required outputs.
- Building detailed breakdowns and pricing models for earthworks, drainage, pavement construction, structures, temporary works, traffic management, and associated civils activities.
- Working closely with planners, engineers, commercial leads, and bid managers to align estimate outputs with the overall submission strategy.
- Preparing risk allowances, value engineering options, and cost?saving proposals.
- Liaising with the supply chain—seeking quotations, validating returns, and ensuring robust comparisons.
- Presenting estimate justifications and cost summaries to senior stakeholders.
- Supporting final submission reviews and helping shape commercially compelling bid narratives.
You will have the following qualifications & experience:
- Proven experience as an Estimator within the civil engineering/highways sector
- Strong understanding of NEC contracts and major public sector tendering processes
- Proficiency with estimating software (e.g., Candy/CCS, Causeway, Conquest, or equivalent) and advanced Excel capability
- Ability to interpret technical drawings, specifications, and engineering calculations
- Experience contributing to large collaborative bid teams under tight tender deadlines
It’s great if you also have the following
- Prior freelance/contract experience supporting Tier 1 contractors
- Experience with major schemes such as Smart Motorways, strategic trunk road upgrades, or complex junction improvements
- Knowledge of digital estimating workflows, 5D models, or cost linked BIM
- Understanding of buildability, programme interfaces, and construction methodologies
- Previous involvement in early contractor involvement (ECI) or two?stage procurement

This is a contract position, offering flexible working arrangements with a blend of remote working and periodic access to regional UK offices for team workshops, reviews, and tender meetings. You’ll work as part of a collaborative, well?resourced pre?construction team and will be a key contributor to a high?profile highways tender scheduled for submission in the coming months.
