The Maritime and Coastguard Agency (MCA) is seeking a Regulatory Reform Officer (Admin Burdens) to join its UK Technical Maritime Services directorate. The MCA has responsibility for developing, negotiating, and maintaining UK policies and regulations relating to a wide range of safety and environment issues associated with ships and vessels of all sizes (from small pleasure vessels to the largest internationally trading ships). This provides a dynamic working environment including regular engagement with operational colleagues across the MCA, other Government Departments, and other national Maritime Administrations, as well as industry stakeholders.

As the Regulatory Reform Officer you will support Government’s commitment to reduce regulatory admin burdens by 25%, there is a need to deliver significant changes to the regulations within the responsibility of MCA. You will provide coordination and capacity within the MCA to ensure that this commitment is met, unlocking the benefits for our stakeholders.

Your responsibilities will include, but aren’t limited to:

Ensuring timely reporting of all related information into central Government.Contributing to, the negotiation, development, implementation and management of policy and regulation to maintain and develop a consistent and proportionate regulatory framework for UK maritime sector within the context of regulatory reform commitments.Providing a focal point role for internal colleagues and stakeholders on matters regarding MCA response to the regulation action plan.Drafting instructions for Government lawyers for preparation and timely implementation of regulations, codes, guidance and coordinate associated impact assessments. This includes the development of M Notices, Safety Bulletins, Instructions to Surveyors and Advice Notes as required.Developing and maintaining an understanding of the national and international political and policy context of UKMS work through discussion and liaison with key stakeholders.Handling of technical and policy questions raised internally and provide advice to senior managers as required.Drafting responses to stakeholders, including responding to Freedom of Information Act enquiries, Parliamentary Questions and other official correspondence, within agreed deadlines.
