Are you passionate about improving people’s lives and want to help make the best use of Council resources? We are looking for an enthusiastic and creative Commissioner to join our corporate Commissioning Team to develop services across the whole Council. You will play a key role in ensuring the Council delivers the best possible service within our available resources to support our ambitions.

This is permanent post in our Commissioning Team. Working across all areas of the Council, you will lead and support the commissioning of a wide variety of council services helping to make the best of use of money and ensuring our services have a positive impact for the county and people’s lives.

About the role…
As a Commissioning Officer, you will use your analytical and research skills, build relationships internally and regionally, and put creative ideas into practice. We are a small but friendly team with a range of backgrounds and skills that mean we share knowledge and learn from each other. Your duties include:

• Supporting operational colleagues to identify and understand need within their service areas and design delivery models that achieve the right outcomes
• Researching and providing options for service delivery, looking at best practice elsewhere and developing Rutland-specific solutions
• Running basic procurement processes and working closely with our external procurement team to assist with tenders
• Supporting colleagues to implement new contracts and set up contract monitoring arrangements

The successful applicant for this post will be subject to a basic check by the Disclosure and Barring Service (DBS). The costs for the DBS are paid by us.

About You…
We are looking for a flexible and motivated individual with excellent communication skills, attention to detail, and the ability to be creative and develop new models of service delivery. To be successful you will:

• Be educated to A-level or equivalent
• Have an understanding of councils’ responsibilities
• Have experience of gathering, interpreting and sharing information to find solutions
• Have experience of building and maintaining strong working relationships and communicating with individuals and organisations from a variety of backgrounds to achieve a common goal.
• Be able to manage multiple and diverse projects

You don’t need direct local authority commissioning experience, we are interested in hearing from people who have transferable skills such as service development, project management, or contract management.

The Commissioning Officer interviews will be held face to face at the council offices on 31 March 2026. Please be advised this could be subject to change, in which case we will give appropriate notice.
