Neway International are seeking an Estates Surveyor (Interim) to join our client based with Thurrock Council.

Location: New Road, Grays, Essex, RM17 6SL
Hours: 37 per week
Start Date: 17 March 2026

Work Pattern: 1–2 days remote, 3–4 days office‑based

About the Client
Thurrock Council’s Place > Property directorate manages a diverse commercial property portfolio and plays a central role in shaping the borough’s built environment. The Corporate Property Team supports strategic asset management, property performance, and the delivery of key council initiatives. Their work is guided by shared values of accountability, collaboration, and responsiveness to local needs.

The Role
Reporting directly to the Estate Manager, the Estates Surveyor will support the development and implementation of the Corporate Property Strategy. The role covers condition surveys, tenant liaison, debt control, reactive repairs, and providing professional property advice across all council departments.

You will contribute to strategic planning, prepare Cabinet reports, support policy development, and engage with external government bodies. The position requires regular attendance at commercial sites and close collaboration across directorates to ensure property needs and strategies are met.

IRCS qualification is preferred.

Key Responsibilities
Lead Corporate Property projects and provide professional property advice to major council initiatives.

Support delivery of a comprehensive asset review programme and develop asset plans.

Monitor asset performance and report against KPIs and performance indicators.

Manage a range of property transactions arising from the rolling Asset Review programme.

Develop and implement Corporate Property Strategies to improve efficiency, robustness, and value.

Provide property input into wider council programmes including Local Plan, Public Health, Regeneration, Community Hubs, Housing Development, and Estate Regeneration.

Identify, appoint, and supervise external service providers where required.

Present findings and progress to stakeholders and attend the Strategic Property Board.

Prepare reports and briefing notes for Members, Portfolio Holders, Committees, Cabinet, and Full Council.

Project manage staff involved in property projects, ensuring successful delivery and collaborative working.

Support the formulation and implementation of the Council’s property strategy and related initiatives.

Work closely across directorates to ensure property needs and strategies are aligned and delivered.

Promote a customer‑focused approach and ensure compliance with all relevant policies, legislation, and regulations.

Candidate Requirements
Experience in estates management within a commercial property environment.

Strong understanding of asset management, condition surveys, and property transactions.

Ability to develop strategies, manage projects, and deliver against KPIs.

Excellent stakeholder engagement and communication skills.

Experience preparing reports for senior leadership and committees.

Ability to work flexibly across sites, office, and remote settings.

IRCS qualification preferred.
