Title: Head of OD and Change
Contract Type: Permanent, Full Time, 35 hours per week
Salary: £76,034 per annum to £84,208 per annum (London weighted salary) or £66,380 per annum to £74,105 per annum (Regional salary), dependant on experience.
Grade: 12
Reporting Office: London, Stratford or Manchester, Trafford
Persona: Agile Worker: 20% - 40% of contractual hours to be worked from reporting office/working location (hybrid working)

Interview Dates: 1st Stage interviews to be held on the 18th March at our Stratford office and 2nd Stage interviews to be held on the 26th March at our Stratford office.

This is your opportunity to play a pivotal leadership role at L&Q—driving organisational development, enabling change at scale, and helping shape the culture of one of the UK’s largest housing associations.



We’re looking for an influential, forward‑thinking OD and change leader to head our Organisation Development Partnering and Change Management teams. You’ll ensure our OD and change strategies are evidence‑based, impactful, and aligned with our Transformation & Change Programme—building capability, strengthening leadership, and embedding sustainable behavioural and cultural change.

Reporting to the Director of Organisation Development & Change, you’ll work at the heart of a high‑profile transformation agenda, partnering with senior leaders, the Transformation & Change PMO, and external experts to deliver measurable organisational impact.

Your impact in the role:



• Lead, inspire, and develop the OD Business Partnering and Change Management teams, fostering a culture where people step up, collaborate, and deliver.
• Shape and execute OD and change strategies aligned to L&Q’s corporate priorities and the Transformation & Change roadmap.
• Ensure OD and change interventions are evidence‑informed, well‑designed, and consistently high‑quality.
• Drive leadership development, cultural alignment, organisational design, and capability‑building initiatives.
• Partner with the Transformation & Change PMO to ensure change activity supports programme outcomes and benefits realisation.
• Oversee business readiness and change support across priority transformation programmes.
• Manage OD and change budgets, procurement, and external partners to ensure value for money.
• Provide governance, reporting, and compliance assurance to senior groups, Executive Leadership, and committees.
• Build trusted‑advisor relationships with senior leaders, influencing leadership effectiveness and organisational culture.
• Engage with external networks and partners to bring fresh insight and best practice into L&Q.



What you’ll bring:


Qualifications (Essential)

• MCIPD or equivalent professional qualification
• Strong, demonstrable change/project management capability (e.g., APMG, ACMP, Prosci or equivalent)



Experience (Essential)

• Extensive OD and change leadership experience in a complex, multidisciplinary environment
• Expertise in organisational design, culture change, leadership development, and capability frameworks
• Strong leadership, influencing, and stakeholder management skills
• Proven ability to manage budgets, procurement, and external partners
• A data‑driven, analytical approach to change, evaluation, and problem‑solving



Desirable:
• Experience in housing, the public sector, or regulated environments
• Experience working within transformation governance structures



Skills

• Strategic thinker with deep OD and change management expertise
• Excellent communication, facilitation, and relationship‑building skills
• Ability to design and deliver impactful OD and change interventions
• Skilled in managing risk, ensuring compliance, and maintaining governance
