Job Purpose
Assist in leading and managing the Democratic Services team, ensuring council decision-making processes, scrutiny, and member support comply with statutory requirements.
Deputise for the Democratic Services Manager, overseeing committee meetings, agendas, minutes, reports, and operational performance.
Provide advice and guidance to councillors, officers, and the public on democratic processes, including supporting report authors and panel appeals.
Manage, motivate, and allocate work to staff, lead member development (induction and ongoing support), and drive service improvements.
Build and maintain effective networks with stakeholders, implement legislative changes, ensure political sensitivity, and promote equality, health & safety, and good community relations.
Requirements
Education & Knowledge: Degree in a relevant subject and advanced understanding of governance, democratic engagement, and local government processes.
Experience: Proven experience managing staff, working in democratic services, advising councillors/officers, and delivering service improvements.
Technical Skills: Knowledge of constitutions, committee management systems (e.g., Modern.gov), and operational decision-making processes.
Political Awareness & Collaboration: Experience working in political environments with discretion, sensitivity, and ability to build effective relationships with stakeholders.
Key Behaviours: Strong communication, collaborative approach, focus on results, ownership of responsibilities, and commitment to equality, health & safety, and community relations.
