Role Overview
We are looking for a skilled and motivated communications officer to join the team at the Valuation Office. You’ll be part of the team leading Council Tax communications for the Valuation Office. In this role, you will play a key part in helping customers, local authorities, stakeholders, and partners understand both the current Council Tax processes and any upcoming changes. You will explain what these changes mean and how the Valuation Office supports their delivery.
This is an excellent opportunity for a communications professional who wants to have impact, influence the national conversation, and contribute to high‑profile reform in a supportive, collaborative team.
Key responsibilities
- Plan and deliver clear, insight‑led communications that support Council Tax policy implementation and help manage stakeholder expectations.
- Ensure messaging is aligned and joined‑up across the wider tax system, and consistent with departmental and (where relevant) Welsh Government priorities.
- Work collaboratively across HMRC Group Communications, policy teams, programme boards, operational leaders and other government departments.
- Shape the narrative around Council Tax reform and ensure communications are accurate, accessible, customer‑focused and consistent across channels.
- Provide expert communications advice to colleagues and senior stakeholders to support effective engagement and decision‑making.
- Develop and maintain strong working relationships across programmes to understand emerging issues and communication needs.
- Monitor insight, feedback and public sentiment to inform communication strategies and refine messaging.
- Contribute to a supportive, high‑performing communications team and play an active role in high‑profile reform activity.
- Produce high‑quality content that can be carried across a range of channels (e.g. GOV.UK, stakeholder updates, letters, digital content, long‑form written guidance).
