About you:
You will be an experienced and forward‑thinking housing professional with a strong track record in leading services within homelessness, housing needs, or a closely related statutory environment. You bring an in‑depth understanding of the Homelessness Reduction Act, the Housing Act 1996 (Part VI & VII), relevant case law, suitability duties, safeguarding responsibilities, and the operational realities of delivering statutory housing functions. With significant experience at management level, you will have led high‑performing teams, overseen complex casework, driven service improvement, and managed budgets, risk, and performance in a demanding frontline setting. You will be confident translating legislation and policy into practical procedures, advising on complex cases, and ensuring statutory compliance across a multi‑disciplinary service.
As a leader, you will be collaborative, influential, and resilient — able to inspire teams through change, motivate managers, and build strong partnerships across the Council, voluntary sector, health, criminal justice, and wider system. You will bring excellent judgement, strategic awareness, political sensitivity, and the ability to communicate confidently with members, partners, and senior stakeholders. Equally important is your commitment to trauma‑informed, person‑centred practice, your ability to shape new commissioning approaches, and your desire to deliver innovative solutions to reduce homelessness and rough sleeping in Exeter. As Assistant Head of Service, you will provide strategic and operational leadership across all core functions — from homelessness prevention and statutory casework to rough sleeping initiatives, allocations, temporary accommodation, and commissioning. This pivotal role will drive service improvement, deliver our Homelessness and Rough Sleeping Strategy, and lead a talented management team through significant and positive change. This transformation includes new specialist teams, a strengthened commissioning model, clearer pathways, and a renewed focus on prevention, quality, and outcomes for our customers.
