International and Returns Service Command (IRSC) was formed in 2023 bringing together Returns Logistics Operations, Escorting Operations and Detention Progression and Returns. These teams are at the heart of Immigration Enforcement’s operational activity to deliver the return of Foreign National Offenders and those with no leave to be in the United Kingdom as part of the wider Returns and Detention Operations command.
Returns Logistics Operations is responsible for international engagement, procuring travel documentation, managing and developing returns arrangements with receiving countries, coordinating returns charter flight operations, managing the ticketing contract for all returns on commercial flights, engaging with returns partners across the world and operational teams at key airports to engage with airlines and facilitate the final stage of the returns process.
This work is of significant interest to Ministers and the Home Secretary who are intensely focused on driving up returns and supporting mechanisms that help deliver that aim. This is an exciting opportunity to join a team who will be at the forefront of developing and delivering IEs reintegration services.
Returns Logistics Operations are responsible for supporting opportunities to improve the overall number of returns for those who are not eligible to remain in the UK and to reduce harm by supporting the deportation of foreign national offenders.
Reintegration can incentivise return by offering practical and often financial support to those returning, demonstrating a person-centric immigration system which is responsive to the needs of potentially vulnerable individuals. It can also help when negotiating readmission agreements and is increasingly sought by country-of-origin governments when accepting their nationals.
We are looking for 1x HEO to support wider delivery of the HO Returns Reintegration Programme (HORRP).
Key Responsibilities (list is not exhaustive)
- Assisting the Reintegration Delivery Managers with financial management of the HORRP budget, including maintenance of financial records and reconciliation against METIS Business Intelligence Reports.
- Assisting with commercial activity to identify new providers, including administrative processing of grant agreements and payments.
- Assisting with financial activity to keep track of overall budgets, programme spend and expenses.
- Engaging with a diverse range of internal and external stakeholders to effectively track progress and highlight risks and emerging issues.
- Acting as secretariat when required, implementing and managing programme governance processes, assisting with collation of papers, organising meetings etc.
- Working closely with the Reintegration Delivery Managers to develop and maintain central project documentation including plans, risk and issues, and benefits registers.
- Supporting on communications for both internal and external stakeholders.
- Assisting Reintegration Delivery Managers with monitoring and evaluation of the programme.
- Managing the Reintegration Delivery Team referrals inbox and processing case referrals to HORRP delivery partners.
Working Pattern
This role is available on a full-time basis with the option of compressed hours working. This role is also suitable for part-time working hours, with a minimum requirement to work 4 days per week due to business requirements.
