About the job.
Reporting to the Director of Commercial (Major Projects) and as a member of the divisional leadership team, you will provide strategic direction, leadership and management of the estimating function to enable informed investment decisions, supporting capital planning, assuring value for money and facilitating price negotiations with the supply chain - playing a pivotal role at the heart of Major Projects and shaping high-value outcomes across the portfolio.
Please note this role is based at our Birmingham Snow Hill office and will include regular travel.
- Accountable for the timely delivery of robust estimates for cost and carbon to enable the business to make informed investment decisions
- Build the capacity, capability, expertise, and professionalism within the estimating team, balancing efficient delivery of immediate outcomes and the realisation of future improvements.
- Lead the estimating activity across the business's programmes and projects, supporting project directors and managers in assuring that all estimates represent efficient and effective outcomes throughout the project life cycle. Lead and develop the relationships with external stakeholders.
- Contribute to the strategic planning of the programme and provide input to future Road Investment Strategies.
- Ensure that fair and reasonable cost prices, which represent value for money, are agreed and set with the supply chain.
- Lead and support negotiation teams in agreeing the contract sum for individual schemes and projects that demonstrate fair and reasonable prices for the contracted scope.
About you.
- Professionally qualified, RICS, ICE. MICeS or ACostE or equivalent
- Be a subject matter expert in public sector client estimating of costs and carbon, with experience in risk, negotiating and pricing of major infrastructure construction projects
- Expertise in infrastructure contracts, particularly NEC contracts
- Proven track record of leading and managing teams in a relevant role and / or sector, leading and communicating with team and stakeholders
- Experience of setting policy and driving best practice and improvements in estimating and cost planning
- Knowledge and experience of dealing with government departments such as DfT, Cabinet Office, regulators/monitors

External candidates will be offered a starting salary at the lower end of the pay scale, while current employees will be appointed in accordance with our established pay policy.
