Your new role
As the Digital Programme Manager, you will lead the delivery of the council's digital transformation programme, turning strategic ambitions into reality. Acting as the technical lead for digital, you'll bridge the gap between services and IT infrastructure, ensuring alignment and shared ownership of outcomes.


You will manage a portfolio of digital projects, ensuring they are delivered on time, within budget, and to agreed quality standards. You'll work closely with senior leaders, cross‑functional teams, and external partners to identify opportunities for innovation, drive process improvements, and support transformative change across the organisation. A key part of the role will be supporting the successful implementation of LGR and championing digital adoption across the workforce.

You will also lead horizon scanning activity - identifying emerging technologies, best practice, and shaping recommendations that support continuous improvement and improve customer experience.
What you'll need to succeed

  • Proven experience leading digital transformation or large‑scale technology programmes.
  • Strong project and programme management skills, with a track record of delivering complex digital initiatives.
  • Ability to translate digital strategy into actionable delivery plans and clear business cases, including ROI and costings.
  • Experience building productive relationships with internal teams, senior leaders, suppliers, and stakeholders.
  • Strong grasp of change management principles and experience embedding new ways of working.
  • Confident communicator, able to explain complex digital concepts clearly to non‑technical audiences.
  • A collaborative, proactive, and inspiring leadership approach that supports digital literacy and culture change.
  • Experience in a local government or large public‑sector environment (desirable but not essential).
