Job Introduction

We are seeking an experienced and dynamic Head of Operations to provide strategic leadership across the HMRC West contract, supporting service delivery to HM Revenue & Customs (HMRC).

This is a senior leadership role with full operational accountability across a complex, multi-site government estate.You will drive performance, financial control, compliance assurance and client satisfaction while embedding a high-performance culture aligned to Sodexo’s Zero Harm Mindset.

As Head of Operations, you will provide end-to-end oversight of all operational functions across HMRC West, ensuring consistent, high-quality service delivery within live and business-critical environments.

You will:

  • Develop and implement operational strategies aligned to contractual objectives and growth plans
  • Drive SLA and KPI performance across all service lines
  • Lead financial planning, cost control and budget optimisation
  • Embed governance and compliance standards
  • Strengthen operational resilience and business continuity

Working closely with peer Heads of Function and senior client stakeholders, you will play a key role in driving long-term contract success and growth.

Whatyou’ll do:


    • Provide strategic leadership and oversight of all operational functions.
    • Develop and implement operational policies and frameworks aligned to contractual objectives.
    • Lead multi-site teams, fostering accountability, engagement and performance excellence.
    • Drive operational excellence through process optimisation and service standardisation.
    • Oversee operational budgets, forecasting and cost controls.
    • Monitor KPIs and SLA performance, implementing corrective actions where required.
    • Ensure compliance with statutory, regulatory and contractual requirements.
    • Lead operational risk management, incident response and business continuity planning.
    • Build and maintain strong relationships with senior client stakeholders, suppliers and partners.
    • Champion a Zero Harm Mindset across all operational activities.
    • Contribute to strategic planning, business development and contract growth initiatives.
    • Promote a culture of continuous improvement across all service lines.

The Environment

HMRC West is a large, multi-site public sector contract requiring high levels of operational control and compliance assurance.Services operate within critical government environments where safety, continuity and stakeholder confidence are paramount.

Key challenges include:

  • Leading multi-disciplinary teams across geographically dispersed sites
  • Delivering consistent SLA and KPI performance
  • Managing budgets within contractual constraints
  • Embedding robust governance frameworks
  • Managing operational risk and incident response
  • Maintaining strong client relationships at senior level
  • Supporting strategic growth and development

What you bring:


    • Degree-level qualification or equivalent senior operational leadership experience.
    • Strong understanding of multi-service FM operations (Hard and/or Soft FM).
    • Knowledge of regulatory, statutory and contractual compliance frameworks.
    • Strong financial and commercial management expertise.
  • Experience

    • Senior operational leadership experience within Facilities Management or similar multi-site environments.
    • Proven experience managing large, geographically dispersed teams.
    • Experience managing operational budgets and driving cost optimisation.
    • Experience operating within public sector or regulated environments.
    • Experience leading business continuity and incident management processes.
    • Experience managing senior client relationships.
  • Skills
