Job Description: Senior Finance Lead

Job Aim and Purpose

Due to the expansion of workload arising from the imminent reorganisation of local government in Surrey — and the resulting reduction in timeframes to deliver key ambitions under the Client's Corporate Business Plan — this role will provide additional senior‑level financial resilience and capacity.

The postholder will support both standalone projects (including in‑depth financial analysis and modelling) and provide direct senior financial support to the Corporate Head of Finance. Key areas of responsibility include:

Delivering the annual closure of accounts within statutory deadlines, including preparation of the published Statement of Accounts, and offering advice and guidance to colleagues throughout the process.

Acting as one of the lead finance contacts for Runnymede in the Surrey Local Government Reorganisation programme.

Supporting the implementation and delivery of the new Financial Management System, ensuring the transition to a compliant, efficient, and fit‑for‑purpose platform.

Main Objectives

Provide financial information, technical advice and representation at relevant groups and meetings relating to the Surrey Local Government Reorganisation, ensuring accurate data provision and supporting the establishment of robust budgetary arrangements for the new authority.

Ensure that all financial activities of the Client meet statutory requirements and professional codes of practice — including financial accounting, budgeting, treasury management and taxation.

Uphold high standards of financial governance by delivering clear, proportionate, and professional financial and strategic advice to all stakeholders, ensuring compliance with statutory and professional regulations.
