Summary

Shape a Brand New Recruitment Service for a Major Government Client

Capita is delivering one of its most ambitious transformation programmes: insourcing and reinventing multiple back office functions for a major strategic client, including a full redesign of Recruitment Services. This role offers the rare chance to design a greenfield recruitment service from the ground up, integrating people, process, ERP, digital platforms, automation, and AI to support tens of thousands of end users.

What You Will Lead:

Operating Model & Service Design Ownership

• Own the full Recruitment Services Operating Model across people, process, data, and technology.

• Lead the Recruitment elements of the Capita Service Blueprint and High Level Operating Mod el.

• Ensure designs maximise ERP functionality (Oracle Fusion) and existing Capita capabilities.

Recruitment Service Design, SOPs & Process Architecture

• Lead a small team of Functional Analysts & SMEs to design:
• Recruitment workflows
• Requisition to hire processes
• Preemployment checking
• Candidate onboarding
• vetting, compliance, and recruitment MI
• Ensure all designs are user centred, scalable, inclusive and GDS aligned .

Cross Partner & Client Engagement

• Represent Capita Recruitment services within the End User Forum.
• Facilitate design decisions between client representatives and internal Capita teams

Enablement for Training, Testing & Transition

• Provide recruitment specific inputs into training design, testing scripts, and readiness materials.
• Support up to three cutover rehearsals.
• Lead resolution of Recruitment design issues during hypercare

What We're Looking for:

Essential Experience

• 5-8 years' leadership experience in recruitment operations, shared services or service design.
• Strong understanding of recruitment processes, compliance, and largescale workforce demands.
• Experience translating complex requirements into operating models.
• Experience with ERP platforms (Oracle Fusion desirable).
• Strong facilitation and stakeholder management capability.
• Eligible for Security Clearance (Level 2).

Desirable Experience

• Experience designing recruitment processes within ERP platforms, ideally Oracle Fusion (Recruit & Onboarding), or equivalent enterprise HRIS such as Workday, SAP SuccessFactors, or Cornerstone.
• Background in largescale, high volume recruitment operations, including requisition management, talent pipelines, onboarding, vetting, and compliance.
• Experience designing shared services or centralised recruitment operating models within complex organisations or mult i - partner environments.
• Exposure to digital recruitment ecosystems, such as ATS platforms, automation tools, interview scheduling systems, and candidate experience technologies.
• Knowledge of recruitment compliance frameworks (e.g., right to work, security vetting, pre employment screening, public sector audit requirements).
• Familiarity with AI enabled recruitment tools such as skills matching engines, chatbots, workflow automation, and candidate screening technologies.
• Experience developing recruitment SOPs, process maps, service catalogues and MI frameworks that support performance, quality, and user centric design.
• Involvement in design authorities or governance forums, particularly within transformation programmes or ERP implementations.
• Experience contributing to cutover planning, training, testing, and early life support during system or service go lives .
• Strong stakeholder engagement across HR, operational teams, unions (where relevant), and technology groups.
