What will be your primary role?
This General Engineer position is responsible for the comprehensive management of real property projects at a military installation. This includes the design, planning, programming, budgeting, and execution of new construction, renovations, and improvements to facilities and infrastructure, with a particular focus on utility systems. The incumbent will oversee construction contractors to ensure adherence to contracted specifications and schedules, utilizing a strong knowledge of general engineering and architecture. In addition to project management, the role involves providing consulting services, data collection and analysis, and ensuring compliance with all health, safety, and environmental regulations.

What are the Key Skills required for this role?
1. Professional knowledge of civil, mechanical and electrical engineering concepts, principles, and practices and familiarity with architectural and other engineering disciplines
2. Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; of standard contracting regulations, practices, and procedures as it relates to facilities engineering; knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders; of environmental principles, practices, procedures, laws, regulations, and current legislative issues; of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds
3. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; and knowledge of program planning and budgeting cycles, financial control and budget systems and management.
4. Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include preliminary drawings, sketches, and construction drawings; and technique / skill in drafting sufficient to convey design concepts and ideas and formulate working drawings.
5. Ability to plan, conduct and record site/facilities surveys and inspection; to analyze, interpret, and apply results, rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.
6. Ability to plan and organize work and coordinate with other engineering disciplines and architects; and communicate effectively both orally and in writing and maintain good working relationships.
What are the conditions of employment for this role?
1. You will be required to handle and safeguard sensitive information in accordance with applicable US and UK laws, rules and regulations.
2. You may be required to travel by military and/or civilian aircraft and you may also be required to travel to the US or other country, in the performance of official duties or attend necessary training, this position may also be coded as mission essential.
3. You will be required to complete a 6-month probationary period.
4. Overtime may be required, and you may be assigned other duties not included in this position description, but that are appropriate to the grade and skill set of the incumbent.
5. Must be able to communicate effectively both orally and in writing.
6. The work requires the employee to drive a motor vehicle. An appropriate, CAT B UK valid driver's license is required for the position.
7. May act as project liaison with Defense Infrastructure Organization, Army Corps of Engineers and other design agencies as required.
8. May be required to serve on A&E selection boards.
9. Employee must obtain and maintain the appropriate security clearance; UK NATO clearance is required.
10. The Local National Direct Hire (LNDH) Program does not participate in regular drug testing; however, positions covered by this document may be subject to drug testing upon reasonable suspicion of substance abuse, and safety mishap or accident testing.
11. Your work hours will be 37.5 hours per week on a fixed schedule (Mon-Fri 0800-1630) where start & end times may be modified due to mission needs and in accordance with the organization's flexible working policies
Qualification requirements:
Bachelor’s degree (or Level 6 BTEC /NVQ/City and Guilds) in a related discipline (i.e General Engineering, Civil Engineering, Mechanical Engineering or Electrical Engineering) and one year specialized experience as per the required key skills
OR
Level 5 (i.e. BTEC/HND/NVQ/City and Guilds) in related discipline and a minimum of 3 years of specialized experience as per the required key skills.
NOTE: You will require a security clearance and a right to work in the UK.
