About the Role

At GMCA, we’re working to make Greater Manchester one of the best places in the world to grow up, get on, and grow old. Our Greater Manchester Strategy sets out bold ambitions for a fairer, greener, and more prosperous city-region. Housing is central to achieving these goals, and we need talented people to help us deliver.

We’re looking for an experienced and strategic leader to join our Planning & Housing team as Principal, Housing Growth. This is a unique opportunity to influence housing policy and delivery at a regional level, supporting the ambitions of the Greater Manchester Strategy (GMS) and the Housing First programme. You will play a key role in delivering new homes, including the implementation of the £39 billion Social and Affordable Homes Programme (SAHP), and ensuring progress towards our energy efficient and net zero housing goals.

What You’ll Do

  • Lead projects and programmes on housing delivery and growth, with a strong focus on social housing and energy-efficient homes.
  • Manage strategic partnerships, including the evolving Strategic Place Partnership with Homes England.
  • Drive implementation of SAHP to maximise investment and resources for Greater Manchester.
  • Provide strategic housing insight and support to GMCA and partners, ensuring alignment with GMS ambitions.
  • Prepare high-level briefings and analysis for senior leaders, the GM Mayor, and national government.
  • Oversee development and review of key strategic documents, including the Housing Delivery Plan.

About You

You’ll bring:

  • In-depth knowledge of housing policy and delivery, particularly in the social housing sector.
  • Experience influencing senior stakeholders and managing complex partnerships.
  • Strong analytical, problem-solving and policy development skills.
  • Proven ability to lead multi-agency projects and manage budgets effectively.
  • A graduate-level qualification or equivalent substantial experience.
