About Us
Hull City Council established its Building Safety Team in 2024 in response to major legislative changes, including the Building Safety Act, Fire Safety Act, and Fire Safety (England) Regulations, introduced following the Grenfell Tower tragedy.
Our team is dedicated to ensuring the safety of multi-occupancy dwellings across the city. This includes oversight of:
19 high-rise buildings
7 medium-rise buildings
4 sheltered blocks
445 low-rise blocks
In addition, we are responsible for the fire safety of all corporate buildings circa 160 units.
We work in close partnership with the Housing Investment Team, which manages responsive and cyclical maintenance, specialist compliance works, planned improvement projects, and refurbishment schemes for a stock of 24,000 domestic properties. In addition, we collaborate with the High-Rise Tenancy and Facilities Management teams to deliver a comprehensive approach to building safety.
The Role
Two exciting opportunities have arisen for Programme Managers within the Building Safety Team. You will manage and lead a team of technical surveying and support resources, be responsible for the delivery of specialist and planned building safety projects. Budget responsibilities will be in the region of £6m-£10m per year.
Key Responsibilities & Role Details:
Accountability: Ensuring high-risk, high-rise, medium-rise, low-rise and sheltered buildings are safely managed, maintained, and upgraded.
Compliance: Ensure compliance of "The Big 6" safety areas: fire safety, gas, electrical, water hygiene, asbestos, and lifts for all high-rise stock.
Documentation: Producing detailed specifications and preparing Building Control applications.
Collaboration: Working with the High Rise Team, Tenant Participation Team, and Housing Investment Team to ensure resident safety.
Knowledge: Provide technical fire/building safety knowledge to colleagues and other council departments.

What We’re Looking For:
The successful candidates will be professional, empathetic, and able to handle sensitive issues appropriately, referring to relevant services when necessary. You must have strong management and leadership skills, willing to think outside the box and proactively lead a team.
You must be a good communicator and be able to motivate and mentor staff, along with knowledge and experience in applying Construction, Design & Management regulation principals. You must be able to work with minimal supervision, have experience in negotiating with contractors and other stakeholders, as well as experience in managing budgets.
You will ideally hold CIOB Level 6 in Building Safety Management, NEBOSH Fire Safety, or Chartered status/membership of a professional body or have extensive direct project management experience at a similar level in a technical related field.
To maintain high standards of competence within the Building Safety Team, ongoing training and development will be provided. Candidates must demonstrate essential skills, knowledge, experience, and behaviours aligned with the role.
Working Arrangements:
These are full-time, permanent roles, 37 hours per week, which include a generous benefits package for working for Hull City Council, including the ability to work from home for part of the week via hybrid working arrangements.
