Neway International are seeking an Estates Manager to join our client Thurrock Council.

Location: New Road, Grays, Essex, RM17 6SL
Hours: 37 hours per week

Work Pattern: Minimum 2 days per week office‑based



About the Client
Thurrock Council’s Place Directorate manages a diverse non‑housing property portfolio, delivering safe, compliant and financially sustainable estate management services. The Property team plays a key role in protecting income, mitigating risk and ensuring assets are managed effectively for the benefit of the local community.

The Role
The Estates Manager will provide day‑to‑day operational leadership of the Council’s non‑housing property portfolio. The role includes direct line management of two Estates Surveyors and oversight of all routine and reactive estate management activity. You will act as the primary operational contact for tenants, internal services and external stakeholders, ensuring assets are managed efficiently, compliantly and in line with Council policies.

Key Responsibilities
Lead the day‑to‑day management of the Council’s non‑housing property portfolio.

Line manage Estates Surveyors, including workload allocation, supervision and performance management.

Oversee landlord and tenant matters including rent reviews, lease renewals, re‑gears, terminations, licences, assignments and enforcement.

Manage external advisors such as agents, valuers and solicitors, ensuring cost control and quality assurance.

Act as the main operational contact for tenants and internal/external stakeholders.

Prioritise and manage competing workstreams, responding to urgent or high‑risk property issues.

Identify and manage operational risks, escalating significant financial, legal or reputational matters.

Support income protection through timely lease management and dispute resolution.

Deputise for senior property management as required.

Oversee temporary, agency or project‑based resources when needed.

Ensure compliance with corporate policies, health and safety, equality, data protection and performance standards.

Candidate Requirements
Strong background in estates management within a public sector or commercial property environment.

Experience managing landlord and tenant matters, including lease events and enforcement.

Confident leading and supervising professional staff.

Skilled in risk management, stakeholder engagement and operational decision‑making.

Ability to manage complex workloads and respond to high‑priority issues.
