The London Borough of Hillingdon’s Bereavement Services team delivers sensitive, safe, and compliant cemetery and crematorium operations for residents, visitors, and the bereaved. The service manages multiple sites, ensuring high standards of care, legislative compliance, and a respectful environment for all service users.
The Role
The Cemetery and Crematorium Operations Manager will oversee the operational delivery of all burial and cremation services, ensuring compliance with legislation, health and safety requirements, and industry best practice. The role includes managing frontline teams, maintaining facilities, supporting service users, and contributing to strategic development within the bereavement service.
This is a senior operational management role requiring strong leadership, technical knowledge, and the ability to deliver high‑quality, empathetic services in a sensitive environment.
Key Responsibilities
Manage frontline cemetery and crematorium staff, ensuring effective communication, performance monitoring, and delivery of KPIs.
Oversee day‑to‑day operational bereavement functions, including safe burial provision and compliant cremation services.
Deputise for the Bereavement Manager when required.
Ensure all health and safety, PUWER, LOLER, HSAW and legislative requirements are met.
Support weekend services and faith‑based requests, maintaining the service’s reputation for quality and empathy.
Manage burial space, crematorium schedules, and operational resources to maximise efficiency and income generation.
Build strong relationships with internal teams, contractors, and service users.
Oversee data management, reporting, and compliance with statutory requirements.
Contribute to bereavement strategy development, including memorial safety and environmental considerations.
Manage budgets, procurement, and workforce planning in line with corporate guidelines.
Lead continuous improvement initiatives and implement service development recommendations.
Ensure SLAs, service schedules, and business continuity plans are maintained and reviewed.
Support performance reporting and address operational shortfalls.
Candidate Requirements
Essential:
Degree‑level education or equivalent relevant experience.
Experience managing frontline bereavement services.
Experience delivering safe burial space and managing crematorium operations.
Strong understanding of bereavement legislation, LACO guidance, and reuse regulations.
Experience managing high‑demand operational functions (e.g., winter periods, pandemic).
Ability to build collaborative relationships and challenge silo working.
Experience procuring equipment and materials in line with corporate procurement rules.
Strong record‑keeping and data management skills.
Ability to optimise burial space and crematorium schedules to support income generation.
Experience managing teams with stretching targets.
Strong understanding of health and safety in bereavement operations.
Full UK driving licence and ability to tow trailers.
Ability to access buildings, sites, and rough ground as required.
Flexible approach to working hours, including evenings and public meetings.
Desirable:
ICCM qualification or membership of a relevant professional body.
Experience preparing reports, managing legacy issues, and interpreting bereavement instructions.
Strong IT skills, including bereavement‑specific software.
Knowledge of council standing orders and reporting processes.
