We are representing a prestigious Tier One Main Contractor currently embarking on a landmark infrastructure project in Plymouth. This is not just another "6-month stint"-we are looking for a commercial heavyweight to join during the critical Early Contractor Involvement (ECI) phase and lead the project through its entire 5-year delivery cycle.

As a Senior Quantity Surveyor, you will be the commercial lead for major work packages, ensuring financial health and contractual compliance under an NEC Option E framework.
Your technical duties will include:

ECI Leadership: Driving cost planning, value engineering, and target price development during the pre-construction phase.

NEC Option E Mastery: Managing cost-reimbursable accounts with meticulous attention to "actual cost" auditing, resource substantiation, and Disallowed Cost management.

Civil Engineering Commercials: Performing detailed quantity take-offs from drawings, managing site measurements, and overseeing heavy civils packages (earthworks, piling, reinforced concrete, and marine structures).

Change Control: Proactively identifying, notifying, and negotiating complex Compensation Events (CEs) and maintaining a robust change register.

Subcontractor Management: Leading the end-to-end procurement and management of major specialist subcontractors, from tender through to final account.

Commercial Governance: Leading the monthly CVR process, providing accurate forecasting to the JV Board, and managing project risk and opportunity registers.

Mentorship: Supporting and developing the next generation of surveyors within the project team.
To be successful in this role, you must demonstrate a "best-in-class" approach to commercial management within the civil engineering sector.

Heavy Civils Background: Proven experience with a Tier 1 Main Contractor on major infrastructure, marine, or heavy civil projects.

NEC Option E Specialist: Deep, practical experience administering Option E (Cost Reimbursable) contracts is essential.

Strategic Mindset: Experience in ECI, target price development, or open-book accounting is highly advantageous.

Professional Qualifications: Degree qualified in Quantity Surveying or Civil Engineering. MRICS or MCInstCES status is highly preferred.
