To manage the ECT service for Devon excluding Plymouth To administer ECT without direct supervision. To provide leadership and management to the clinical team. To provide evidenced based professional support and advice to the multi-disciplinary team. To lead and promote education and staff development for the continued professional growth of the team members and students. To ensure the delivery of high standards of nursing care within ECT in accordance with evidence based professional practice, policies and procedures. Ensure legislation policies and procedures are implemented. Manages allocated budget and ensures resources are efficiently and effectively used and maintained.Communication and Working Relationship Skills To have excellent written and verbal communication skills. Work in partnership with all health, social care professionals and other stake holders, maintaining effective communication that benefits the patients / family and carer wellbeing. Work collaboratively with safeguarding teams across Devon and Torbay. Ensure close liaison with other health care staff and commissioning officers regarding referral criteria into the services and quality standards. Act as a point of contact for those seeking information about the ECT team or wanting to refer to it. Co-ordinate and investigate complaints and grievances and identify performance management issues within the team and promote improvement in practice and learning to the team. To be effective, clear and accurate when using all forms of communication throughout the organisation, using different styles and methods of communicating relevant to the complexity of the context and recipient. To organise and facilitate Team Meetings and participate in Trust wide meetings ensuring effective cascading of information to area of responsibility. To ensure effective methods and systems are in place to facilitate communication with all members of the multi-disciplinary team and other areas of the Trust and wider Networks. Analytical and Judgemental Skills To undertake complex decision making across a variety of areas including risk management, financial management, referral flow and capacity. To make sound judgements in a timely manner. To consider a range of options that may require a degree of analysis, comparison or interpretation. To deal independently with routine business matters in a professional, prompt and effective manner and use own initiative in the absence of members of the directorate management team to ensure that urgent matters are brought to the attention of the appropriate person. Dealing appropriately with confidential, commercial, contentious and urgent information, exercising good analytical skills and sound judgement. Planning and Organisational Skills Ensure that service delivery activity is delivered in accordance with agreed quality and performance standards and service level agreements. Pro-actively lead on business continuity within the team, working with other managers to ensure that there is a robust business continuity plan for the service Ensure adequate staff cover to provide safe and effective practice. Ensure that effective systems are in place to ensure teams function safely e.g. setting up processes, monitoring and review, ensuring governance and team structures are appropriate and effective. To plan and organise the work of the team including staff training and development. To develop, monitor and maintain effective staff rostering systems, ensuring effective use of available resources to maintain safety and ensure that this is within budget. Implement and evaluate systems to monitor risk. Implement and evaluate systems to monitor cleanliness and infection control. Responsibility for Patient/Client Care, Treatment and Therapy Promote and develop high standards of clinical care. Monitor, evaluate and action plan team members with regard to their clinical performance, and care plans/risk assessments. Be responsible for maintaining clinical governance standards within the ECT team. Be responsible for the maintenance of health & safety standards within the remit of ECT premises and team. This includes the development of both clinical and general risk assessments and risk management plans. Ensure robust risk management systems are in place. Have an on-going awareness of high clinical risk situations within the relevant teams and advise clinicians on actions to be taken to respond to risk. Review all incident reports and complete serious incident reports. Chair meetings relating to clinical management of individual clients where high levels of risk are involved and attend other meetings relating to risk management where other agencies have a statutory role as chair. Ensure that appropriate action is taken to safeguarding adults and children. To ensure that the role of the carer is understood, considered and acknowledged within the care of the patient Responsible for ensuring that the requirements of legal frameworks and legislations are implemented, observed and adhered to. Responsibility for Policy and Service Development Implementation Assist the ECT team and individuals to negotiate changes in policy/practice required to meet ongoing service developments. Participate in the maintenance of current services and future developments within the ECT speciality To actively participate in audit activities in the ward as directed by the Senior Inpatient Manager, service / care delivery requirements. To effectively manage projects at Team level. To explore innovative ways of delivering and improving patient care. To critically evaluate research findings. To maintain an enquiring approach to patient care ensuring current and evidence based practice is the basis of care / treatment provision. To lead and promote all clinical practice as being research and evidence based. Responsible for commenting on and the development where appropriate of Trust Clinical Policies within their sphere of responsibility. To be aware of Clinical Governance issues using the incident reporting procedure. Actively participate in quality improvement projects, including identifying areas for improvement within the service Responsibility for Finance, Equipment and Other Resources Manage the designated budget for the Team. To ensure the skill mix of the department is within the budget. Ensure that the Line Manager is informed promptly of any possible overspend or areas of budgetary concern. Authorize payments to internal / external contracts within agreed levels of responsibility. Establish an efficient working environment making the most effective use of staff, supplies, equipment and services within the ECT Team. Responsibility for Human Resources, e.g. Supervision, Training, HR Advice and Management To effectively line manage the staff in the ECT Team. Supervision and supporting all members of the multi-disciplinary team and nurturing a positive learning culture and team cohesion. To develop and empower junior staff within the team. Co-ordinate and manage recruitment and retention initiatives for the clinical area. Responsible for the setting of clear performance objectives in line with the agreed Trust appraisal process ensuring that each staff member understands their individual responsibilities and act accordingly within their sphere of responsibility. Investigate complaints, incidences and critical incidences in accordance with procedure. Ensure the effective implementation and monitoring of all Trust Policies i.e. Complaints, Disciplinary Procedures, Sickness Absence Policy. Ensure that all staff receive training in accordance with the ECTAS standards and requirements of DPT Responsibility for Information Resources and Administrative Duties The post holder will ensure that clinical / care records both written and electronic are accurate and are consistent with professional and organisational requirements. Responsible for the maintenance of data records necessary for performance management. Provide accurate statistical returns e.g. sickness, annual leave etc. To utilise and support the development of the integrated IT systems. Participate in the development, implementation and evaluation of multi-disciplinary client records. Be responsible for reviewing and acting on team dashboard data
